GDP per capita of Punjab is similar to BD but living condition is far better. GDP per capita of Maharashtra is higher than TN, the living conditions is better in TN. So your argument that North East are piss poor is moot.

And you're confirming you have poor or expensive medical facilities, unethical doctors and what not. Low opportunities? Basically you're a poor infra nation. With a handful of rich people that drives GDP per capita.

Arrest, prison, check if they have committed any crimes like these.
Then notify BD authorities, we usually contact their Border police and send them back. The innocent ones are returned, criminals languish in prison, if they are ever caught.
