I think the title is misleading in that India does not seem to be setting up a nation wide Muslim registry, but only one in the state of Assam, where the problem is acute. Maybe the moderators or someone could revise it accordingly?

From our experience in NE, it is all about Bengali. As Bengali drew more attention from mainlander they narrowed it down to Bengali Muslim. As Bengali Muslim also had repercussion from other Muslims from mainland they now drew it down to Bangladeshi Muslim.
Infact, Bangladeshi muslims will not even go to India specially NE for taking a dump let alone settle there.
