India Reissues Tender for 100 Armored Personnel Carriers

.
What budget cut? - wasn't the cut only for financial year 2011 - 2012 which ended in April?
2012/13 ended on 31 March 2013
No. In 2011-12 there was a proposed over draft. Which we didn't use.
The were no changes in 2012-13
For 2013-14 ( now ) there was a budget cut around 2/3 billion dollars.

I messed on the years - I meant 2012 - 13, but wasn't the defense budget hiked by 5.3% for FY 13 -14?

Yes that was the news in Feb 2013. But in actual budget it got cut.
And now it is said to be UP again after recent Chinese episode.
But I guess we will have to wait till LS session for budget details

But nothing to worry. Cut was about 2/3 billion dollars of 35/40 billion dollars :D
And it was supposed to kill APC deal. And that tender was canceled too

There is no cut, that was only hyped by the media. The budget was still increased, but not as big as in the years before and that's what the media made to a cut:

While presenting the Union Budget 2013-14 to Parliament on 28 February, the Finance Minister hiked the defence allocation by 5.3 per cent to Rs. 2,03,672.1 crore (US$ 37.4 billion) and made the customary promise that “constraints will not come in the way of providing any additional requirement for the security of the nation.” This nominal increase in the latest defence allocation – which is quite modest in comparison to the growth rates of 17.6 per cent and 11.6 per cent in the previous two budgets – has been caused by a depressing economic environment and the government’s austerity drive to combat the fiscal deficit.

Exactly. Budget actually increased in term of money as GDP too increased in year.
Cut was hyped by media. It's about total defence budget. Latest rumors are extra santion of money for fast induction of Mountain strick corps.

For IA its cut. Means less money available for modernisation. There is a thread here in PDF about our COAS's statement to prioritising the needs. @Abingdonboy said BPJ will be delayed. And I am saying APCs will be canceled. If I am remembering correctly the exact amount was 1.7 billion dollars

@Sergi this "cut" I keep seeing people harping on about doesn't exist. In absolute terms the defence budget for FY2013-14 is MORE than it was in FY2012-13 whatever way you look at it. Yes the year-year increase in percentage terms is less than Indians may be used to but in no ways is it a "cut". This "cut" was pure hype by the media who were stipulating the defence budget for FY2013-14 would be less in absolute terms than the year before and this was repeated across the defence media but turned out to be 100% BS as the defence budget for this year is more than last year- END OF STORY.

What happened in the last quarter of 2012-13 was $2 BN USD that had been allocated for defence spending was not released to the MoD as special circumstances stipulated that emergency measures needed to be taken for that quarter and thus these funds were kept in the treasury and not spent in the military. This was a ONE OFF and $2 BN split 3 ways (IAF,IA,IN) isn't all that much relative to India's entire defence budget.

Wrt the APC deal being "killed"- no such action has taken place. And the FICV is still ongoing but deliveres will not begin until later this decade.

Wrt BPJs @Sergi, these will be coming in through F-INSAS starting nest year (2014).

Why IA is going for wheeled IFV, why not tracked one? And dont you guys build BMP-2 under license in country? And why is the tender for AP rounds? Do India import the AP rounds also?

Not optimistic mate- just working off the info I have to hand. FICV will be in service by 2020-22 AFAIK. F-INSAS is being rolled out from next year on a trip basis and to this end the IA has earmarked an infantry btn to evaluate some of the systems. According to some the PARAs and SFs have already been trying out certain F-INSAS elements for a while now.

Well buddy, As I said earlier I would loved to be proven wrong but
My info says FICV is on hold. And we might see it merging with Russian option as JV or licence purchase.

About F-INSAS , what element we are talking ??? Only personal communication systems are ready and are being used. Can you tell other things ???
