Bihar town erupts into protests over power shortage

By DANFES

Hundreds of people took to the streets, blockaded roads and attacked government offices in Bihar's Saharsa town on April 23, the fifth day of a shutdown to protest an acute power shortage, police said. The protesters in Saharsa town, district headquarters of flood-prone Saharsa, about 200 km from here, blockaded roads, burnt tyres and even attacked government vehicles and offices, a police officer said.

Former legislator Sanjeev Jha too joined the protest by staging a sit-in, but fainted due to the scorching heat. "Entire Saharsa remains shut down since April 19 to protest against the power shortage, but the local and state administration are hardly bothered," Harideo Prasad Singh, a school teacher, told IANS.

Mohsin Alam, a businessman, said: "A town like Saharsa is shut down for five days, but the government fails to take any steps." In the last few days, such protests have been seen in many parts of the state, including districts of Munger, Patna, Bhagalpur, Muzaffarpur and Gaya. With the mercury soaring and scarcity of drinking water reported from across the state, the shortage of electricity has added to the people's woes.

On April 21, people in Munger, Saharsa, Bhagalpur and Patna took to the streets, blocking traffic with burning tyres, and vandalised offices of the Bihar State Electricity Board. The internationally renowned Buddhist pilgrimage centre of Gaya gets electricity supply for only four to five hours a day. "People have been protesting, but no relief has come our way," said Roomi, a Gaya resident.

While Bihar has a daily requirement of 2,200-2,500 MW, it generates hardly 45-50 MW of power. The central government supplies around 750 to 900 MW. The state is facing a power deficit of about 1,000-1,200 MW a day, officials said. Millions in Bihar are still living in the age of lantern as electricity has become a luxury for people in most parts. Patna is an exception of sorts, but most small towns and district headquarters are severely hit by the power shortage.

Energy Minister Bijendra Prasad Yadav has said time and again the power situation cannot improve unless Bihar's own generation and central allocation is increased substantially. Last month, the issue rocked the Bihar assembly when many legislators, including ruling coalition partner Bharatiya Janata Party's (BJP) Amerendra Pratap Singh, cautioned the state government that the law and order situation could deteriorate if power supply was not improved.

JK REELS UNDER ACUTE POWER SHORTAGE
Energy Banking, Shutdown Of Salal Power Station Blamed
ASHWANI LANGEH

Jammu, May 10: Jammu and Kashmir is reeling under acute electricity crisis due to shutdown of the Salal Hydro Electric Power Station Reasi and routing of 200 Mega Watts of electricity to other states under ‘Energy Banking Agreement’.
The prolonged curtailments both scheduled and unscheduled have hit the State particularly Jammu region, where people are facing the brunt of the power crisis.
Sources said that Salal Hydro Electric Power Station Reasi has been shut down by the National Hydro Power Corporation (NHPC) on May 7 till May 11 for removing silt from the reservoir and its routine maintenance.
They maintained that the shutdown of the Salal Project has aggravated the power deficient situation, particularly in Jammu region having peak demand of 961 Mega Watts during summer.
However, they said that routing of 200 Mega Watts electricity for "Banking Purposes" to other states during summer season was the main cause of energy crisis .
The State government has inked a “Banking Agreement” with Punjab Trading Corporation (Punjab), West Bengal, and Utter Pradesh, and National Vidyut Vikas Nigam (NVVN).
Under this agreement, Jammu and Kashmir has to supply 200 Mega Watts of electricity to these states free of cost in summer as power generation in the State is higher during this time of year due to full discharge in rivers. These states return this power daily to JK free of cost during winter, when power generation decreases in the State and demand increases.
Under this agreement, JK is bound to give away 200 Mega Watts electricity in any situation. “Besides the power reform measures of PDD to check power pilferage have not yielded requisite results. The problem is compounded by Transmission and Distribution Losses (T&D) showing a steep increase,” they said.
Pertinently as per the 10th power survey conducted by the Ministry of Power, Government of India, peak power requirement (in MWs) by the end of 10th 5 year plan has been projected as 1923 MW- normal demand and 2115 MW- peak power demand. Kashmir region accounts for 1154 MW and Jammu region for 961 MW.
Chief Engineer, PDD EM&RE Wing Jammu Shehanaz Goni maintained that the power scenario was expected to improve in few days after Salal Hydro Electric Power Station resumes its generation with normal electricity supply.
She further added that unscheduled power cuts are implemented on rotation basis in the region. She urged the people to use electricity judiciously to tackle the situation.

The subsidy raj and improper laying of power cables is the main culprit.

stupid ????? what you think abut pakistan ? your shitty bihar is same like our tribal area .when you open mouth abut pakistan you should know you are talking abut karachi islamabad lahore and 126 more cities .

.
Imran bhai - to be honest im more concerned about power shortage in our own nation and its secondary as regards to the issue in India. One or two hours load shedding is manageable but 12 hours plus is sickening. Lets concentrate on ours rather than becoming obsessed with their issue when ours is greater.....

Mall and commercial establishment to shut down after 7 pm in Uttar Pradesh

LUCKNOW: The UP labour department, on Sunday, asked all mall and commercial establishments (barring medicine shops) across the state to pull down their shutters after 7 pm. Likewise, restuarants will have to be closed after 10 pm.

The decision has been taken in view of a severe power crisis that has come to haunt the state following sharp rise in temperatures. The rule will remain in effect for the next 15 days, after which the state government thinks the temperature would come down.

The decision comes a day after Samajwadi Party chief Mulayam Singh Yadav admitted of a severe power crisis in UP and blamed the previous government for the state of affairs. He was in fact categorical of the fact that the power theft in the state was anywhere in the range of 40 percent. The department said in a statement that strict action will be taken against the owners in case they are found flouting the norm.

A senior official in the labour department said that as of now demand was very high which was resulting in repeated power cuts. We had to take some hard decisions,'' said a senior official.

Two days ago, the UP Power Corporation Limited (UPPCL) had issued a advisary to all commercial establishments asking them to put off decorative lights after 9 pm. The government offices too had been asked to resort to power saving as much as possible. However, all these steps appears to have fallen flat following an unprecedented demand for power which this year touched a mark of 12000 Mw, almost 1000 mw higher than what was recorded on Diwali last year. The generation, however, has been flickering in UP with some of the power plants facing shortage of coals, while other shutting down after developing a snag.
