So India has the capacity to test en masse. Hake we even supply Test kits to China.

. . .
The test kit is made in a JV in shandong. Now they want to import to test in India. India don't make it large scale.

JV is not India alone for both countries. They are not importing. They are going to manufacture in India. India won’t allow import

Trivitron Healthcare, one of India's largest medical device companies, has been developing diagnostic test kits and testing facilities that can be used soon. This would perhaps be the first indigenous kit to be launched. India imports diagnostic testing kits from Germany and Switzerland.

India until today does not produce Covid test kit. They still import from the JV.

Nope only minimum qty is imported. Roche India will start manufacture only licence holder now. Trivitron Healthcare will do the manufacturing as said in article. If it is going to import it won't get licence
P.S
Trivitron made its testing kit in India. Nothing to do with china

Indian Council of Medical Research (ICMR) on Monday said Indian manufacturers can produce testing kits and supply to private and government laboratories with NIV validation, even if they don’t have approval from the USFDA and European CE.

New Delhi: The government has established a fast-track mechanism to boost domestic manufacturing of testing kits for novel coronavirus infection, allowing validation by Pune-based National Institute of Virology, even as it looks to pre-empt a surge of Covid-19 cases in the country.

I guess you have selective vision. Can will shall is future tense, trivitron is not even producing anything in India, they 'plan' to do it in 3 weeks time. ALL YOUR TESTING KITS ARE IMPORTED currently.
