Germany with a democratic government, strong economy and strong military has multiple times applied for unsc membership, but was always rejected. Germany has no strain ties with any permanent member and still couldn't get in. Russia may have vetoed, but the USA, France and the UK are Anti-Russia, so adding Germany wouldn't make a difference or change anything for Russia. That means India will never get in no matter how powerful they become.
