Be careful of inflation.

Spending too much money on well developed regions will only drive the cost of living there higher. If they have the money to spend, they should be evenly distributing it into other parts of the country, further improving on infrastructures, clean water, improving lands, healthcare and educations etc. This way it benefits other areas and ease up spending on promoting what was already promoted.

The India should spend this money on education and health care and infrastructure.

Infrastructure is #1 priority, everything else will follow. Education rates are doing well and when the US economy gets bad, even if half the Indian doctors come back (due to supportive infrastructure), health care will be taken care of.
