This is comparing apples with oranges.

Given size of India, we must aim for higher.

Today India, thanks to white revolution, is No.1 milk producer in world.

It is also 6th largest automobile producer, 4th largest steel producer(we produce more steel than Germany and Russia) and 2nd largest Cement Producer in world(next only to China)

4. India was the 7th largest producer of hydroelectric power in 2008 after Norway: 114 TWh and 3.5% the world total in 2008.The potential for hydroelectric power in India is one of the greatest in the world.

5. The Pharmaceutical industry in India is the world's third-largest in terms of volume and stands 14th in terms of value.

India is a poor country (lower middle income group), innovation requires money. Given the constraints India has 66 is not that bad. Innovation requires a lot of capital and infrastructure. India as a country is still worried about how to feed half its population. As the economy grows, country becomes richer innovation will increase too.

India does well in the Lower Middle Income group, its ranked 3rd. Mind you though India at($1500) is still in the lower spectrum of the lower middle income country bracket ($1,036-$4,085).

India ranks 11th overall in innovation efficiency and 31st overall(4th in middle income group) in quality of innovation. So we can safely say that we have a strong base and are on the right path. With stable government and consistent growth in economy breaking into the top 20 shouldn't be that hard.

the link shows the strengths and weaknesses of india,weaknesses include political instability,difficulty to start a business,business environment,etc. and the rest like education are already being tackled with article 21a and schemes like SSA.govt is already spending 25% of total expenditure on social sector so the problem lies with the things mentioned above.and for them u dnt need money but intent.u said we did not get a good rank because it demands lot of expenditure on the other hand the report shows that we spend a healthy amount in the form of capital formation and other means so its not a problem about money

As usual China is again well ahead of India in this sector. China ranking around the 30th place while mighty India which is supposed to surpass China every year, is around the 60th place.
