India has now lost Afghanistan in an official and overt sense. The minute Abdullah Abdullah (a staunch anti-Pakistan agent) set foot in Pakistan recently to discuss the peace process was the final nail in India's expansionist agenda's coffin.

India did and still tries to use clandestine, irregular elements in Afghanistan to attack and destabilise Pakistan. India remains capable of using such irregular terrorist elements in Afghanistan and this must be countered by Pakistan going forward.

Hope that clears up several conflated - albeit interlinked - issues that you just tried to pass off as one.

India is already doing its best to use anti-Pakistan TTP and Baloch rebels through Afghanistan and Iran.
If Pakistan is really serious about managing indian threat in Afghanistan then it must get IET at helm of things. This puppet imported government of Afghanistan will keep providing them safe heaven inside Afghanistan.
India has lost its investment in Afghanistan and embarrassed by China, so India is frustrated and these new series of blasts are part of this frustration release.
