Why China is ahead of India

You are right about Goa Iron Ore, Goa ore is of very low Fe content i.e. below 50%, with high content of Phosphorus and highly impure, Indian steel mills do not buy this ore for the reason that its not cost effective and also because high grade Iron ore (Fe content 63+) is available abundantly in India in Orissa, karnataka sectors. The ore in Goa is practically mud.

china also buys mill scale i.e. the scraps and shavings which are left over from fabrication and steel units from India, Which India has no use of.

china also buys high grade Iron Ore fines from India, Brazil, Australia etc. India sells these fines which are in powder form to china for the only reason being that Iron ore pellets and crushed Iron ore is also abundantly available in India which can be easily converted in to steel than converting Iron ore fines.

But now Jindal and Tata and other steel majors have started huge steel plants in India to convert these fines to steel, so exports of Iron ore fines to china have dropped considerably.

In the list of countries USA is on third list, but why only single US steel company in top 32 companies little puzzling

Why China is ahead of India

Because Goa don't need industries, they have huge tourism industry and their real headache is to manage over-flooding of tourists. Their per capita income are one of the highest in India. Tourist flock to Goa for beautiful Sandy beaches. All the attempts to industrialize Goa like setting of SEZ and factories have met stiff resistance from local because they don't need that.
