Its bloody conditional, in that, if raped girls are 12 or lower age, you will be hanged, but if they are 13 and above, you will not be.

In other words the GOI is saying "keep on raping" to those who rape girls above 13.

Looking at past few years executions in india people hanged were mostly muslims

Only 4 executions in the past 18 years Three where Muslims in relation to terrorism-related charges. Yakub Memon, Afzal Guru, Ajmal Kasab. All are convicted and proven guilty by highest courts.
4th guy (exec 2004) was a Child rapist who killed a 14 yo. Dhananjoy Chatterjee from Bengal.

this is what ive never understood, Europeans and American were crying HR violations against Pakistan when they saw the number of people executed went significantly up in 2014 compared to the previous years.

They completely turn a blind eye to the actual reason of this which was that in 2014 army started operation against terrorists and facilitators which meant the courts were giving the death penalty to these people.

so is it ok for terrorists to kill innocents but when the state acts against terrorists and the courts convict them, hanging them is serious HR violations and the country is named and shamed for it. double standards at best

Looking at past few years executions in india people hanged were mostly muslims and innocent ones, namely innocent kashmiri guy Afzal guru and there was another guy i forgot his name. i am sure either this law will be used to hang only muslim rapists and hindu rapists will be protected like kathua case or innocent muslims will be falsely implicated in rape cases to get them executed.
