Only people who will lose out will be individual professionals who want to go to USA. but then visa cannot be demanded, its upto host country to decide.

With the advent of IT infrastructures going to the cloud and collaboration tools (like Internet meeting tools) following suit as well, very little difference in near-shoring and offshoring, except in price. Provided good Internet connection exists - working while sitting in Gurgaon or Georgia makes no difference nowadays.

The difference like you said is in the numbers. Plenty of people available in India and not so many in the US. Which makes employing near-shore US workers more expensive (some would say three times as much).

Even if numbers were to increase in US, their cost will not decrease wrt to India. As such India has still advantage , other than critical ops work including physical presence on site rest of the work will get moved to India. Good thing is return of these ppl will improve standards of technology back home.

The Indian government says it has made its view known to Trump and U.S. lawmakers.

"India's interests and concerns have been conveyed both to the U.S. Administration and the U.S. Congress at senior levels," foreign ministry spokesman Vikas Swarup said Tuesday.

Well, at least Indian IT expertise is recognised and an integral part of nearly all major IT / software companies. One of the rare success sectors in India - along with perhaps automobiles and pharma.

Its better than boasting of not being affected by H1B curbs - by that yardstick North Korea would be immune to H1B.

Trump may or may not succeed in restricting H1Bs - but it's a testament of the quality of Indian IT skills that every major company in silicon valley has put their credibility on the line, opposed the Trump sentiment and spoken out against the planned restrictions.

And at least the Indian government has made an issue out of it - as it did with Theresa May earlier last year.

For the next episode I'm wondering what the Chinese reaction will be when Trump taxes Chinese imports, labels it a currency manipulator and sends a few warships to the SCS to enforce the international ruling.
