India has a history of bullying and subverting fellow South Asian states, we will prefer China any day over a wannabe hegemon, who has no money to spend. A country that can't feed its own people can't grantee the development of South Asia. Pakistan will push for Chinese membership all over again during the upcoming Islamabad summit otherwise we will make sure it becomes another failure. China has legitimate role to play in South Asia because Pakistan wants it to and the fact that it has the investment readily available to complete the projects that SAARC wants to achieve.
Last time I checked Pakistan had more % of people hungry than India did and that while the number of hungry people is falling in India - the same is increasing in Pakistan - so it's pretty clear whether which country can feed its people and which cannot...

Secondly Pakistan has nothing significant to offer from its side in the multilateral SAARC agreements - No one gives a fcuk as to what a failed state does to stall a mutually beneficial multilateral agreement as they did in the case of SAARC transit agreement which Pakistan purposely stalled to make the recent SAARC summit irrelevant - Four member countries of Saarc - India, Bhutan, Nepal and Bangladesh — have decided to sign the agreement for seamless transit across borders of passenger, personal and cargo vehicles in the next three months. All of the sides are committed to put frameworks and protocols in place so that transit across border can start in the next six months.

There is no chance for a Chinese membership in SAARC - as simple as that - Pakistan is welcome to stall summit agreements - Other members are smart enough to deal with it - The more you stall the more you are a liability in the group - The world moves on! No one cares seriously!
