India concerned over Pak dam project
Dipanjan Roy Chaudhury

The Pakistan government's approval for the construction of the mega Diamer-Bhasha dam in the Northern Areas, in Azad Kashmir (***), could initiate a fresh row with India.

New Delhi says the proposed project would not only be located in an illegally held territory but could also cause floods in Jammu and Kashmir. It is also concerned over reports that the dam may be built with Chinese assistance.

The 4,500-megawatt Diamer-Bhasha dam project was approved by Pakistan's Executive Committee of the National Economic Council last Thursday. Construction of the dam on the River Indus, some 400 km from Islamabad, would begin by October 2010 and be completed in eight to 10 years. Its payback period will be 30 years. Islamabad claims the project will be a lifeline for the country.

The project is the biggest ever approved in the history of Pakistan. Islamabad says that the 272-metre high concrete dam would have a storage capacity of 6.4 million acre-feet and would irrigate more than 33 million acres and help reduce sedimentation in the Tarbela Dam.

However, the Indian government, unhappy over the development, was contemplating raising objections with Islamabad on the issue, foreign ministry sources said.

Besides Indian reservations, the project faces internal issues.

The Bhasha water reservoir will be located in the Northern Areas and power will be generated in the North West Frontier Province (NWFP). The likelihood of the two regions getting into a tangle over hydropower royalties is high. Also, while the power plant will be located in NWFP, it will inundate large areas of Gilgit-Baltistan.

In order to appease the locals, the name of the dam was changed from Bhasha to Diamer-Bhasha. But that hasn't stopped Gilgit-Baltistan locals from protesting.

Abdul Hamid Khan, the Balawaristan National Front chairman and exiled political leader from the Gilgit-Baltistan region, claimed that Pakistan was planning to build six mega dams (including the Diamer-Bhasha dam) in *** without consulting the local people. "More than half the indigenous population of the region would be affected. More than a million of the two million people in the region would be displaced," Khan said.

Thats our weakness. India has been building dams in violation of Indust water treaty whereas we are always go to our knees when bhartis protest.

This is time we should kick WB or IMF in the butt and start building the dam with our own finences.

dams help save from flood, its not other way around mate.

@hacsan: dam is not just a stone wall with gates.
It involves creating a reservoir, which in this case is going to flood vast stretches of Northern Areas.

*sign* .. I hate to say it .. but we should think before we speak ladies .. The dam will come up because China is helping pump the finances as well .. there is only so much china will do .. so this will take a chunk outtve all those dreamy weapons we had our eyes on .. hopefully ..

I dont think WB has given a verdict on this issue, the case is still pending

What did i say wrong???

I know China will fund this dam. My point was that earlier WB was going to fund it but we know the biasness of World Bank.

the WB refused to fund the dam so it was halted before too so i was saying we should not bank on WB or IMF but to start the project either from own funds or any friendly country like China or even Turkey if we succeed to convince her.

We need World Bank .. Its a bank for countries .. They have targets to meet and that has to make money sense first. If this project does not make sense to them they will say no. They have funded a lot of our programs in the past, and will continue to do so in the future as well .. some will make the cut and lots of others wont .. Its a bank afterall .. not a charity fund.. I dont see why people think everyone is biased towards us?

lol @ "illegally held territory".

Its nothing, India just wants to cause delays to Pakistan's project because of the 4500 MW power generation potential. India knows there's no way we'll be flooding the Kashmiris and since nobody about the capacity of the reservoir the dam gates, etc. There's no way of telling that its in any way violation of the IWT.

Do some google it will help.

None of them are faulty. All of them are meant for water solutions and electricity generation in Indian Kashmir. Pity Pakistan has problem with it.

Flood Kashmir how ???

I am no expert. My reply was based on the extracts of the report that webmaster has posted.

New Delhi says the proposed project would not only be located in an illegally held territory but could also cause floods in Jammu and Kashmir. It is also concerned over reports that the dam may be built with Chinese assistance.
