NEW DELHI, 13 JUNE: India today committed $100 million soft loan for each of its neighbouring countries to help them in developing infrastructure projects such as roads, drinking water and power.
Addressing a meeting of the South Asia Free Trade Area Ministerial Council at Male (Maldives), Union commerce and industry minister Mr Anand Sharma said that India had evolved a new 'Buyer Credit Cover' for the Saarc region.
Essentially, this would be a development loan. “We would be happy to extend such development loan through our Exim bank... interest rates close to Libor (London Inter Bank Offer Rate),” he said.
Mr Sharma said that the countries in South Asia needed to rapidly break down barriers in key sectors like textiles, pharmaceuticals, infrastructure, electronic goods, automobiles and agriculture.
He said that foreign direct investment (FDI) and trade within the Saarc region had been much below the potential.
Mr Sharma, whose speech was made available here, urged the Saarc negotiators to complete talks for opening up trade in services through a separate agreement.
The agreement on South Asia Free Trade Area (Safta) came into operation from July 2006.
Safta provides for phased trade liberalisation programme under which India, Pakistan and Sri Lanka have to bring down their mutual import tariff to zero-five per cent by December 2012. For others, there was a different schedule of tariff reduction.
But the objective has not been achieved and the intra-regional trade remains less than five per cent against 27 per cent for Asean and 50 per cent for European community~ similar economic blocs and common markets.
Mr Sharma also said that as energy needs of Saarc region was multiplying, there was a need to build greater energy security through transnational electricity grids.
“The Saarc region needs to concentrate on all possibilities of cross-border electricity trade. This would help in better energy load management as well as energy security in South Asia,” he said.

This is outrageous to say the least!! How about committing that amount instead to help some of our most backward villages in developing infrastructure projects such as roads, drinking water and power??

Hell man, there are still villages in India without these basic necessities, almost 65 years after independence!! Why are our worthy netas going out of their way to dish out the dollars to others? Shouldn't we get our own house in order first? In other words, what the heck's going on?

It is ashame India is not as generous to it's own people. It is ashame a million+ still die of hunger every year in India. It is ashame India cannot provide drinking water to all of it's citizens.

Ok, Indian loan is useless for BD as with the conditionality it comes with. Most of the projects are in the pipeline to get dropped. 2nd one billion dollar loan proposal did not find a warming welcome from here either.

Ok the trade liberalisation, its a trick from Indian part. Even if India brings its duty to 0 percent yet sellers from neighbouring country still have to face 15% duty from Indian individual state authority. They call it out of state duty.

I dont think India is a honest party from its part.

its your choice....BD needs money for nation building.....take it from india, or china or the west.....think twice before makiing a "go away india" comment as .....well BD govt. will know best.

Why people dont understand these steps are part of foreign policy !! dont post like illiterates ,

even after this donation India will be left with enough money (dont worry) !!

India is the only country which has allocated a large sum of money for the upliftment of poors, there are several schemes for this purpose and its another thing that corruption is posing hurdle and by the grace of God we are in a condition to help our less privileged neighbours but as they say we can never come out of self pity behaviour..!

Dont act as Policy makers, our law makers are much more intelligent than netizens..

Oh? Policy makers? Like those clowns in parliament who've got dozens of cases of extortion, corruption, rape and murder against them? There are almost 40% in parliament with serious cases against them. Are these the law makers you're talking about? Or are these worthies law breakers? How many hours do these bozos spend in parliamentary debates? And there are those corns who skip parliament just because they don't know either English or Hindi!

So you say these fellows are more intelligent than netizens? Many of these dumbos have been elected to parliament only through money and muscle power alone and NOT intellectual capabilities. So there! Your argument falls flat!
