India, Bangladesh to step up joint border patrolling | Zee News
Last Updated: Sunday, January 11, 2015 - 15:22

Agartala: Border guards of India and Bangladesh would intensify their joint patrolling, officials said here on Sunday following a two-day district-level border meet.

"The BSF (Border Security Force) and the BGB (Border Guards Bangladesh) have been conducting their mutual patrolling along the frontiers of either side. This patrolling would be further intensified to curb border crimes and other inimical activities," Sepahijala district magistrate and collector Parshant Kumar Goyal told reporters.

"In the border conference, we have asked the Bangladesh officials to destroy the militants' camps set up by the Tripura extremists and to take measures to stop smuggling of various goods, including drugs, human trafficking and cattle lifting," he added.

District magistrates and other officials of Tripura's four districts -- Sipahijala, Gomti, South Tripura and Dhalai -- met the deputy commissioners of Bangladesh's five districts of Comilla, Feni, Rangamati, Khagrachari and Chittagong, and discussed border crimes, water sharing of common rivers, setting up of more 'border haats' (markets), border fencing, and better coordination between the district administrations of both sides.

The concerned Tripura district magistrate and collectors have signed separate memorandum of understanding (MoU) with their Bangladeshi counterparts to execute the decisions taken during the two-day meet.

Senior officials of the BSF, BGB, Bangladesh and Tripura Police and customs were also present in the meet.

"To curb the border crimes and to intensify the vigil along the borders by the border guards of the two countries, setting up of more border outposts (BOPs) is required. Both sides agreed upon on this issue," said Goyal, who was accompanied by other officials.

The Tripura government has been asking the central government to build fences at the actual border (zero line) with Bangladesh to keep border markets, human habitats, roads and government set-ups within the fencing.

The Bangladeshi officials have asked their Indian counterparts to erect the fence 150 yards from the zero line of the borders as per the international norms.

Similar district level border conferences would be held in other northeastern states of Assam, Mizoram and Meghalaya to sort out the border issues.

India is erecting a barbed wire fence and putting up floodlights along the 4,096-km India-Bangladesh border in West Bengal (2,216 km), Tripura (856 km), Assam (263 km), Meghalaya (443 km) and Mizoram (318 km) to check trans-border movement of militants, and curb border crimes.

The mountainous terrain, dense forests and other hindrances make the unfenced borders between India's northeastern states and Bangladesh porous and vulnerable, letting illegal immigrants and intruders cross over without any hurdle.

India and Bangladesh, as neighbours, share 2,979 km of land border and 1,116 km of riverine boundaries.

Tripura militants have camps in Bangladesh: CM | Zee News

Last Updated: Tuesday, August 11, 2015 - 12:17

Agartala: Terrorist outfits of Tripura have camps in Bangladesh, though they have no hideout in the state currently, Chief Minister Manik Sarkar said.

"Militant outfits have no camps or hideouts in Tripura. However, the terrorists of the state have camps in adjoining Bangladesh," he told the Tripura assembly on Monday.

Sarkar, who holds the home portfolio, said during the past two years (2013 and 2014), 12 extremist-related incidents had occurred in the state in which four people were killed, two injured and 18 people abducted. Of the 18 kidnapped people, 16 were released by the rebels.

"There is no militancy related incident so far this year. A significant number of militants have surrendered to the government in the recent past," he added.

India is erecting a fence and putting up flood lighting along the 4,096-km India-Bangladesh border in West Bengal, Assam, Tripura, Meghalaya and Mizoram to check trans-border movement of militants and check border crimes.

"Of the 856-km India-Bangladesh border with Tripura, fencing could not be completed in a little over 115 km border due to numerous reasons, including objection raised by Bangladeshi border guards," Sarkar added.

Members of the National Liberation Front of Tripura (NLFT) and the All Tripura Tiger Force (ATTF) have taken shelter and arms training in clandestine camps in various parts of Bangladesh.

Both outfits, banned in 1997 by the union home ministry, have been demanding secession of Tripura from India. But as most ATTF cadres have surrendered, the group is almost non-existent now.

Tripura and union home ministry officials held two rounds of discussions recently with the NLFT after the rebel group expressed its willingness to hold peace talks with the government.

Home Minister Rajnath Singh to visit India-Bangladesh border soon | Zee News

New Delhi: Home Minister Rajnath Singh will soon visit the Indo-Bangladesh border to personally see the situation along the forward areas as illegal immigration from the neighbouring country continues to be a major concern.

"I will visit the Indo-Bangladesh border soon, probably within this month. I want to see the situation along the border as we are committed to check illegal immigration," he said at a seminar organised by the All Assam Students Union.

Singh said the NDA government wants to completely seal the Indo-Bangladesh border as illegal immigration was a matter of serious concern.

"We want to take all possible steps to check illegal immigration. All loopholes have to be plugged," he said.

The seminar - '30 years of Assam Accord: issues, challenges and implementation' - was organised on the eve of the three decades of the signing of the pact which was aimed at detection and deportation of illegal immigrants from Assam, by AASU and the central government on August 15, 1985.

Justifying AASU's demand for detection and deportation of illegal immigrants from Assam, the Home Minister, however, made it clear that genuine Indians will not be harassed.

"Whoever is Indian, will remain in India," he said.

Sports Minister Sarbananda Sonowal, a former President of AASU, urged the Home Minister to take proper steps for the constitutional safeguards of the indigenous people of Assam.

"Till Assamese people don't get full security, people of Assam will have to continue their fight. Constitutional safeguard should be given to indigenous people," he said.

The seminar was also attended by AASU chief advisor Samujjal Kumar Bhattacharya, vice-chancellor of Dibrugarh University Alak K. Buragohain besides others.

India plans big project along Bangladesh border - The Hindu

The CCS has cleared around 200 km of fencing along the India-Bangladesh border.
The Cabinet Committee on Security cleared a massive infrastructure project for the Bangladesh border last week, a senior official told The Hindu. Projects worth Rs. 4,400 crore were cleared by the CCS headed by Prime Minister Narendra Modi last week, but no announcement was made by the government.

Cross-border migration has been high on the agenda of the NDA government and it was one of the major poll issues before it came to power. Till August this year, the Border Security Force intercepted 1,731 Bangladeshi nationals trying to cross over to India.

The CCS has cleared around 200 km of fencing along the border. Sanction has also been given to construct a 400-km road in the border areas.

Delay in land acquisition affects fencing work

The Cabinet Committee on Security has given an extension to the border fencing project till 2019 as the March 2014 target could not be met due to various issues like land acquisition, forest clearance, rough terrain and public protest, according to a senior official.

Under Phase I of the border infrastructure project, completed in 2000 during NDA I tenure, over 850 km fencing was done. Under Phase II, 1,973.572 km fencing work was completed.

A high-level empowered committee will reschedule the balance work that has not been allotted yet and will expedite land acquisition in consultation with the State governments. The border with Bangladesh runs along West Bengal (2,216.7 km), Assam (263 km), Meghalaya (443 km), Tripura (856 km) and Mizoram (318 km).

In May this year, Union Home Minister Rajnath Singh wrote to the respective Chief Ministers asking them to expedite land acquisition so that fencing could be completed in these States.

Border Haats

Currently, four border haats are operational, along the India-Bangladesh border. Two border haats are located in Meghalaya at Kalaichar and Balat and two are located in Tripura at Srinagar and Kamalasagar.

The trade at border haats is permitted to be carried out in Indian Rupees/Bangladesh Taka and on barter basis, and data of such trade is maintained by the Haat Management Committee of the respective border haat. As per data furnished by the concerned State Governments, cash trade equivalent to Indian Rupees 1686.62 lakhs was carried out at the said four border haats in the five year period ending 2015-16.

There are no border haats in operation along the Bhutan and Myanmar borders.

In addition to the four functional border haats, Government of India and Government of the People’s Republic of Bangladesh have approved six more border haats-two in Tripura at Palbasti and Kamalpur and four in Meghalaya at Bholaganj, Nalikata, Shibbari and Ryngku.

Government of India has also executed a Memorandum of Understanding (MoU) with Government of the Republic of Union of Myanmar on establishment of border haats along their border.

The border haats aim at promoting the wellbeing of the people dwelling in remote areas across the borders of two countries, by establishing traditional system of marketing the local produce through local markets.

This information was given by the Commerce and Industry Minister Smt. Nirmala Sitharaman in a written reply in Lok Sabha.

“The two neighbouring nations have a shared history of cooperation and coexistence since the inception of Bangladesh as a sovereign nation. The two nations had shared a lot under the leadership of incumbent Prime Minister Sheikh Hasina Wazed and the Government of India,” she said.

Citing examples of peaceful resolution of international water boundary between the two nations, successful land swap agreement, and agreement for power trading from Tripura’s thermal power plant at Palatana among other shared successes, she said, Dhaka expected further achievements in the days to come.

Drawing reference from the recent incidents of attacks on Hindus in different parts of Bangladesh, the former foreign minister said her government was active, as always, to check any incident that might pose a threat to the safety and security of India.

The former minister said Bangladesh, under the leadership of Prime Minister Sheikh Hasina was committed to be a secular, democratic and anti—discrimination state.

She assured that anybody who violates the law in Bangladesh will be punished as per law, irrespective of their political or financial influence.

Speaking on achieved progress and future aspirations of her country, Dipu Moni said Bangladesh was a vibrant nation these days, realising all its possibilities.

“Our country does not have any more starvation—induced deaths, people do not have to stay bare—body, our children are covered under institutional education and the state is now offering free medication on as many as 30 diseases apart from providing quality health care facilities to everybody,” she said.

Mentioning the contribution of Tripura in the Liberation War of Bangladesh she said the Liberation would not be possible, had not the state of 14 lakh people welcomed 17 lakh refugees.

“Agartala was the war capital of our warriors during those days,” she said.

The Border Security Force foiled attempts by a group of African nationals to enter India from Bangladesh through the Belonia border in south Tripura on Sunday morning.

One Nigerian was detained, while his accomplices fled. This is the tenth detention of Nigerians in Belonia in the past three months.

ABSF patrol intercepted a few people moving along the Muharichar border in Belonia and challenged them.

They immediately started running towards Bangladesh, but one was caught.

A mobile phone and some personal belongings were seized from him.

‘Wanted to visit Delhi’
The young Nigerian said they entered India to visit New Delhi. He claimed that visa-related problems forced them to make the desperate attempt.

He was later handed over to the police and arrested for illegal entry into India. He would be produced in a court on Monday morning, a police official told The Hindu.

The two sides are also expected to discuss issues related to trans-border crimes.

The two sides are also expected to discuss issues related to trans-border crimes.

Smuggling of fake new notes is among a host of issues to be discussed at the bi-annual talks between the chiefs of the border guarding forces of India and Bangladesh beginning Sunday in Dhaka. A 19-member delegation led by Border Security Force (BSF) chief K K Sharma will hold the talks at the Peelkhana-based headquarters of their counterpart Border Guard Bangladesh (BGB) in Dhaka, a senior official said.

The five-day trip, that began Saturday, will end on February 22 when the Indian delegation will cross over after signing of a joint record of discussions. Officials said apart from regular issues of border crimes, the Indian side is expected to bring on table the recent incidents of Fake Indian Currency Notes (FICN) of Rs 2000 denomination being smuggled from the other side.

The BSF, few days back, had seized a big consignment of 100 such fake notes, of the face value of Rs two lakh, from Malda along the Indo-Bangla International Border (IB). A similar cache of 40 fake notes of Rs 2000 denomination was also recently seized by West Bengal police from the border district of Murshidabad.

The Indian side is expected to urge their counterparts to crack down on elements indulging in any kind of activity in their territory related to FICN. The two sides are also expected to discuss issues related to trans-border crimes including instances of cattle smuggling, activities of Indian insurgent groups based in Bangladesh, prevention of illegal migration, joint efforts for effective implementation of common agenda programmes and host of other confidence building measures, the officials said.

“The two sides will also take up issues that were discussed when the BGB delegation visited India in October last year. The relations between the two forces are very cordial and the aim of these talks is to take them forward in the right spirit,” they said.

After the October meeting at the BSF headquarters here, the two sides had decided to erect a new fence to secure over 250 villages ahead of the present barbed-wire fence along the IB to curb cross-border crimes and instill a sense of security among the people living in the area.

Indian officials will be interacting with the BGB delegation, led by its new Director General (DG) Maj Gen Abul Hossain, who took over recently from Maj Gen Aziz Ahmed, who has now gone back to his parent cadre in the Bangladesh army. India shares a 4,096-km border with Bangladesh and this will be the 44th DG-level talks between the two sides.

Dhaka: Bangladesh on Tuesday assured India that its soil will not be allowed to be used by anti-India elements and denied existence of any camp of Northeast insurgent groups.

This was conveyed to the Director General (DG) of the Border Security Force (BSF) K K Sharma by chief of Border Guard Bangladesh (BGB) Major General Abul Hossain during the 44th border coordination conference held here.

According to a joint statement, "DG BGB stated that there are no Indian Insurgent Groups camp/ hideout inside Bangladesh. DG BGB further mentioned that Bangladesh does not allow her soil to be used by any entity or element hostile to any country which stems from the principle position of the highest leadership of the country".

DG BSF sought further cooperation from BGB for destruction of reported hideouts of (Indian Insurgent Groups) in Bangladesh and safe release of Indian nationals whenever abducted by them, it said.

The five-day meet highlighted the importance of Coordinated Border Management Plan (CBMP) in curbing the menace of trans-border crimes like smuggling of arms, ammunition, explosives, drugs and narcotics including Yaba (Amphetamine), fake currency notes, gold and cattle, breaching of IBB (Indo-Bangladesh Border) fence, dacoities, theft, abductions etc and both sides agreed to implement CBMP in letter and spirit.

Both sides agreed to take effective steps to prevent human trafficking and illegal crossing.

Both the delegation agreed to enhance joint capacity building of personnel from either side, sharing of information regarding organised criminal activities, increased surveillance in areas vulnerable to crimes of the border.

In this regard, mapping of vulnerable areas to trans-border criminal activities will be updated as and when required and before each DG-level talk, the statement said.

The chief of Border Guard Bangladesh expressed grave concern on the incidents of firing and killing of Bangladeshi nationals and emphasised the need for bringing the death toll to zero through exercising extreme caution by BSF and sensitising Indian nationals.

Highlighting the fact that though the non-lethal strategy has proved extremely successful in reducing deaths in the border, DG BSF said that it has also resulted in an alarming increase in incidents of attacks by the criminals on BSF personnel.

He also conveyed that BSF personnel fire with non-lethal weapon only in self-defense. DG BSF sought cooperation of BGB in stopping Bangladeshi nationals from crossing the IB, the joint statement said.

Joint efforts by BGB and BSF will be undertaken to bring down the killing incidence to zero by increasing coordinated patrols in areas vulnerable to cattle and drug smuggling, educating border population about the sanctity of IB and preventing criminals from crossing the IB.

Both sides agreed to conduct joint spot verification and appraisal on major incident/ killing in the bordering areas of Bangladesh and India which will go a long way to reduce the differences of opinion or understanding regarding any major incidents.

DG BGB expressed gratitude to Government of India and BSF for approving plans to use Indian border roads for constructing new BGB BOPs in remote areas of Chittagong Hill Tracts.

DG BSF requested to expedite verification of nationality for early repatriation of BD nationals found staying in Indian Jails/ Correction homes.

DG BSF informed the house that, Indian Government has authorized BSF for repair and maintenance of border pillars except in the state of Meghalaya. Both sides agreed to formulate common modalities for repair and maintenance of border pillars.

Both the DGs decided to approach their concerned ministries to increase the number of 'border haats' and promote 'border tourism' which will help improving socio-economic condition of the bordering people.

The BSF have proposed to set up shows similar to that performed at the Wagah border along the Indo-Pak border, albeit, a more friendly one with the BGB of Bangladesh in two BOPs in Meghalaya, an official said. Two border out posts (BOPs) along Indo-Bangla border have been identified and a proposal of Rs 2 crore was sent to the Tourism ministry, Meghalaya Frontier BSF IG P K Dubey said. “We have selected two BOPs – Dawki in West Jaintia Hills and Kilapara in West Garo Hills for border tourism in Meghalaya,” he said. A proposal of Rs 1 crore each for developing these two BOPs along the Indo Bangla border as tourist spots have been submitted and approval is awaited, he said.

The BSF in Shillong has plans to develop a similar show of that at the Wagah border but in a more friendly way.

“We will try some joint retreat ceremony in the evening where flag hoisting will be done jointly by the border security force (BSF) and border guards of Bangladesh (BGB),” Dubey said.

“The idea is to showcase the BOPs where tourists can visit and have first-hand information about the border,” he said.

Photo exhibition, arms display and documentary are on the cards, he said adding that they have also proposed new items like games on the border.

A war memorial at Kilapara was built as a tribute to nine BSF soldiers who lost their lives during the 1971 Indo-Pak war.

The BSF IG, who had just returned from the BSF-BGB meet at Dhaka, also informed that a proposal was put forth for a expedition – cycling, rock climbing besides joint training for better coordination between the BSF and BGB.

“BGB personnel can be trained here in border management so that they also understand the problem of Indo – Bangla border. Courses will be conducted for them here in Shillong or Siliguri,” he said.

With regards to the border haats, he said that four border haats have been approved by the government but they are yet to be constructed by the state.

“The MoU on this has expired and now it is expected to be signed once after the PM visit and they (border haats) will be activated in the next one year,” Dubey added.

He further informed that Indian government has decided to provide medical facilities in case of emergency to BGB in places where their medical facility does not exist.

“MHA has approved this and whatever medical facility we are having on the border will be extended to BGB personnel in case of emergency,” he said.

A Bangladeshi security man was lynched and another detained when 12 intruders attempted a robbery in Tripura, police said on Thursday.

“Twelve Bangladeshis comprising eight Griha Rakshi Bahini personnel (equivalent of Indian Home Guards), two government employees and two civilians illegally crossed the India-Bangladesh border and tried to rob Indian villagers on Wednesday night,” said South Tripura district’s superintendent of police Tapan Debbarma.

“When the villagers jointly hit back, the trespassers fled. However, a personnel of Griha Rakshi Bahini, identified as Nausad Mia, 62, died on the spot while another was injured in the retaliatory attack. The injured was later shifted to the government hospital by the police,” he added.

The incident occurred at Siddhinagar village under the jurisdiction of Puran Rajbari police station in southern Tripura along the Bangladesh border.

Around 12 Muslim families comprising 80 people have been residing in the village outside the border fencing.

The police officer said the Bangladeshis came into Indian territory in two auto-rickshaws and fled on the vehicles when the villagers chased them.

Border Security Force (BSF) and police officers, along with reinforcements, have been camping in the tension ridden areas, 135 km south of here.

Tripura shares an 856 km border with Bangladesh a portion of which is still unfenced.

Stepping in, Union Home Minister Rajnath Singh has sought a detailed report from the BSF Chief K K Sharma on the incident, officials said in New Delhi.

In a statement, the Border Security Force (BSF) claimed that its personnel posted along the Indo—Bangladesh border in Tripura Frontier on Friday had observed 30—40 smugglers including men and women, trying to smuggle cattle from India to Bangladesh through unfenced gap near BOP Bhangamura. The local police has however denied it.

The BSF claimed that its personnel challenged the group and fired two warning shots in the air to disperse the smugglers, who instead encircled the paramilitary party and “attacked them with ‘dah’ and ‘lathis’“.

“Sensing their life in danger, the BSF party fired in self-defence, in which three smugglers died. Firing was the last resort available to troopers.”

The statement “regretted” the loss and said “every human life is valued by BSF” and claimed that 10 cattle were recovered after the scuffle in which its personnel also sustained injuries.

However, Superintendent of Police in the control room Bhanupada Chakraborty quoted an FIR lodged by villagers in which it was alleged that three BSF jawans attempted to molest a young woman at Chitabari when she was on her way back home last evening after working in a rubber plantation.

When she raised an alarm, villagers rushed to the spot. A clash ensued and the BSF jawans opened fire, killing the woman and two other villagers on the spot besides injuring two others, the FIR said.

Normal life was paralysed in Sabroom subdivision of South Tripura district after a dawn—to—dusk bandh was called by the ruling CPI(M) over the death of the three tribals.

Inspector General of Police K V Srijesh and Superintendent of Police Tapan Kumar Debbarma were camping in the area with a huge contingent of forces.

Tripura Chief Minister Manik Sarkar discussed the matter with DGP K Nagraj and Chief Secretary Sanjib Ranjan immediately after the incident and asked them to collect all relevant information pertaining to it.

The ruling CPI (M) has condemned the incident as “heinous and barbaric” and said it was “a clear attempt to molest the poor tribal woman“.

Normal life was paralysed in Sabroom subdivision of South Tripura district following a dawn-to-dusk bandh called by the CPI(M) over the incident.

Agartala: The Karnataka Anti Terror Squad (ATS) on Friday arrested a suspect here having links with the 2005 terror attack at Bengaluru`s Indian Institute of Science (IIS), police said.

"The Karnataka ATS personnel, with the help of Tripura Police, arrested terror suspect Habib Mia, 37, from Jogendranagar on the outskirts of Agartala," a senior Tripura Police official told IANS on condition of anonimity.

He said: "He was wanted in connection with the militant attack on IIS at Bengaluru in 2005. He would be presented in a local court here on Saturday to avail transit remand to take Mia to Bengaluru for further action."

A retired Mathematics professor, Munish Chandra Puri, was killed and four others, including a woman, were seriously injured in the IIS attack.

Eyewitness accounts earlier maintained that it was carried out by a lone gunman in Army fatigues, who used an AK-47 rifle and hand grenades. All important cities in southern states were put on high alert in the aftermath of the terror attack.

The attack took place in the evening of December 28, 2005 as delegates were attending the 38th annual convention of Operational Research Society of India (ORSI)

Bilateral Trade with Neighbouring Countries

The Government continues to engage pro-actively with SAARC countries to strengthen trade and economic relations. Issues impacting bilateral trade, raised by these countries, are taken up for an early resolution. Discussions are held with these countries at bilateral/multilateral level from time to time, to explore mechanisms for enhancement of cross border trade.

Government has set up Border Haats at India-Bangladesh border to promote well-being of the people dwelling in remote areas by establishing traditional system of marketing the local produce through local markets. Issues relating to improvement of trade infrastructure at Land Custom Stations/Integrated Check Posts are also being coordinated in consultation with the concerned states and the neighbouring countries.

Further, assistance is provided under Market Access Initiative(MAI) and Market Development Assistance(MDA) schemes to Indian exporters, Export Promotion Councils, Apex Trade Bodies etc. for participation in events in foreign countries, including countries in neighbourhood.

This information was given by the Commerce and Industry Minister Smt. Nirmala Sitharaman in a written reply in Rajya Sabha today.
