It is reported that India and Bangladesh are now ready to sign a JV agreement in November to set up a massive 1,320 MW coal power plant in southern Bangladesh district of Bagerhat near the Sundarbans, almost two years behind schedule.

Mr AK Azad Power division secretary said that before signing the agreement, his ministry needed approval of the cabinet committee on economic affairs for a power purchase agreement under which the government would buy power from the plant.

The approval is expected in early November.

The USD 1.5 billion private power plant was initially intended to be set up by 2015. But due to nearly two years' delay over the terms and conditions of the agreement the project may go into operation in 2016-2017.

The Power Development Board of Bangladesh and the National Thermal Power Company of India would form the joint venture company, Bangladesh India Friendship Power Company Ltd.

The two countries have agreed on the appointment of Mr VS Tamrakar as the first managing director. Mr Tamrakar is now a general manager of National Thermal Power Company of India.

Like other private power bodies in the country, the power company would be exempted from corporate tax for 15 years. After 15 years, the PDB would pay the tax on behalf of the JV company. The coal for the plant is planned to be imported from Indonesia or Australia, wherever the company could secure a long term import agreement.

While environmentalists have expressed concerns about the coal power project being so close to the Sundarbans, a world heritage site, the government believes that its environmental impact would be minimal.

Mr Azad said that “The plant will be built 14 kilometers away from the forest, while it is recommended to keep it beyond just 7 kilometers. Besides the plant is not located within the airflow zone that might carry the plant's emission towards the forest.”

He said that “The plant will be built on fallow land opposite to the Chalna port. It has no economic use.”

He added that “Many have expressed fear that the plant might cause acid rain over the Sundarbans and therefore it should be moved elsewhere. My question is would it be more desirable if such acid rain fell on farmland? No. We believe we will be able to implement a clean project as we are determined to use supercritical technology where 99.9% ash will be captured before emission from the plant.”

According to the summery for the power purchase agreement of this project, the PDB would sign the agreement with the company to buy power for 25 years. The agreement does not have a power tariff profile. Instead, it spells out a formula to fix the tariff annually.

Good for BD

This will result in more electricity for BD production units and mills.

Operation of the plant will be at the hand of Indians. This is a big concern. Other then that India may try to import it`s low quality coal to produce electricity which will increase pollution. This is another concern. Last concern is what will be the price of the electricity that will be set here.

Okay, ask for a higher quality of coal to be used. Expect to be priced accordingly. Input costs will determine output price.

Chinese cities are most polluted and Indian cities are less polluted even with these coal plants. No need for your rants on Indian coal plants.

don't know what the hell is the problem with some rajakars here... When China takes up any yes ANY infrastructure project, they will bring even the brick layers from china... forget about local engineers.. That is not a concern.. but Indians operating it is a concern.. :woot:

FYI, India has one of the largest over the land power distribution systems in the world and even the chinese power companies sends their top engg here to share and learn each other's experiences.. The last part is a fact since my dad has worked in Power Ministry from graduation to retirement. !!! And if u still don't care.. well who gives a flying fcuk on an interweb forum !!!

Keep all of your rant to yourself. India is never a trustworthy partner that is the reason most of the people see it with doubt and suspicion whenever in any deal India is involved. China so far proven itself as a trust worthy ally which India has not proven. Show me one deal that India has implemented that has been promised by itself!!!

India don't export coal but import coal from Australia, there is high demand for coal in power plants.

Well what I have found is that it is building a 50 MW power plant but there were an accident at the construction site and it was asked to give explanation for the accident which injured 13 workers.

On March 10, the roof of a 50MW power plant in Katakhali, Bangladesh collapsed, leaving 13 workers injured.
Top officials of Bangladesh's Power Development Board blamed the low quality of construction work for the accident. However, the matter is still being investigated.
Dongfang Electric, which has been conducting construction work for the plant, was asked to explain the accident and to take care of the workers.

I cant post the link from mobile. on a practical pov i can tell u chinese subcritical plants in India do not have good reputation atall. Quality and communication problem are big issues.
Also u can check out the performance of NTPC.No chest thumping,just practical.
PS;perhaps DEC is blacklisted in BD,dont know exactly.

This is an old news.Ironically in India,we faced very similar problem of this kind.

The four-party alliance government’s claimed achievement in power sector Tongi 80 MW power plant, built by Chinese company Harbin, scored more than 80 shutdowns since March 2005 and now remains inoperative. It is not known when this sub-standard plant will resume operation.

This government’s another achievement Barapukuria 250 MW coal-fired power plant remains half shut amid a host of troubles. At first both its units went off earlier this month. After the first unit resumed operation about two weeks ago, the Chinese plant operators said the second unit would be in operation on September 23. Then they rescheduled it to September 29. And now they have once again rescheduled it to October 6.

China so far proven itself as a trust worthy ally which India has not proven. Show me one deal that India has implemented that has been promised by itself!!!
