May be Talarion was intended for UK only. According to the article i read, there are couple other UAVs one of them is BAE Mantis and that is the reason why now nobody is asking for Taranis. If we just wanna buy then Mantis is good because in Mantis case its almost ready and good thing it will also be armed like Reaper and Avenger while Mantis is in its early stages so if we partner with EADS we can salvage alot of knowledge which can help us in our MALE UAV Rustam. One thing with Talarion is right now its not clear whether it will be armed or not.
No Talarion as mentioned is an German / French development (EADS) and was aimed for their forces, but now Dassault has joint BAE on the UAV, initially called Mantis (today Telemos) and is offereing it jointly to the British and French forces. The British already uses US Reaper drones and BAE had own developments like Mantis and Taranis, but both obviously suffer from the big budget cuts in the UK, which is the reason why Dassault joint Mantis and why BAE is likely to join nEUROn in return.
For Europe that would be a big and important development, since both the former Mantis as a hunter drone and the nEUROn as a stealth UCAV has their own requirements and would have heavy industrial and political support behind it!
NEURON is build by Dassault and supported by French and Spanish parts of EADS (only the Germans didn't joined) + Saab and some other European aerospace companies. It should be obvious what additional push the inegration of BAE and UK would meant to this project.
On the other side all this new relations between UK and France obviously is concerning for EADS, at least the German part, because the French migh focus on the Telemos project now and leave the Talarion project behind, since the early is more useful for them in surveillance AND CAS roles, while the latter is mainly for surveillance only!
India has already own UAV developments, but imo especially the designs looks way behind all competitors, not to mention that there are several serious problems with these developments and we badly need experienced partners in this regard. One reason why we should focus on getting the Israelis on board, since they are the masterminds behind this kind of tech, next to the US. It's not surprising that even the Russian, French, or Brazilians are buying Israeli drones and trying to get into co-developments and JV with them.
I was also confused between this two. That BAE drone was unveiled in Aero india.
As mentioned above, the Mantis is still the same UAV, but gets some new French techs (possibly weapons like AASM as well) and a new name, Telemos.
