Lower riparian country will always feel threatened by upper riparian country in blocking their water. There is no remedy for allaying their fears. India has given more than equitable share of these river systems. It worked for 60 odd years with minor issues here and there. Pakistan has yet to fully utilize their water allocation. First you have to weigh in your own capacity needs and build dams. Future of IWT is definitely dependent on how much our countries cooperate in this regards.
