One last time. Those 2 lines are complete different sentences.

1st line: To first time voters to exercise their vote for the sake of martyrs and Indian Armed Forces.

2nd line: Vote INC Out.

As for your 3rd line: It was the INC which started it by claiming they have "doubts" in the strikes of 2016 and now. Now incidentally both these strikes were informed to the nation by Armed Forces first and only later taken up for political discussion. So he asking people to vote out INC who doesnt believe in Indian Armed Forces, in my understanding, isnt political........
