Technically it IS a crime since the law does not permit people to take law into their own hands.
But usually the police will ignore such 'crime' since the punishment was passed by the Panchayat and is part of village social justice. This time the video went viral and the police were forced to act or they would loose their job.
adultery is technically not a crime. that is the crux of the problem
