Duh!
The first Pakistan-India war ended in 1948 with UN mediation and a mutual agreement that neither country will annex the region they're controlling until Kashmiris themselves decide which country they want to belong to.
As a result, for 72-years neither country dared to annex the region under their control for fear of the other launching a full scale war in order to restore the status quo.
A total of 21 Prime Ministers before PM Imran Khan held that deterrent in place, however, the current most incompetent leader asks on the Assembly floor after the annexation, "What shall do, go to war?" Duh!
Look what China did after India only changed it constitutionally (or on paper as you call it)? They invaded and occupied the entire Eastern Ladakh region and they're not finished yet.
Actually PMIK was asking the brother of your god father "Shahbaz Sharif" if he wants him to attack India and SS went quiet.
