Tests are carried out when people are symptomatic. Lower testing can also be explained by lower number of symptomatic patients. Pakistan's testing rates per million are higher then Mexico or Taiwan's. If lower testing is the justification then many why hasn't travel to Mexico or Taiwan been restricted.

Thats not how it works, in India 15-20k covid deaths everyday which they are hiding in official numbers. Compared to 100-150 deaths in Pakistan.
