It may have been intended as an insult; depends on how we take it. If we were to take it at face value, and invite him to send over a white paper, or one of his concerned bureaucrats to make a presentation, what would happen?Why do we need to feel insulted? About what precisely? Is it that we can never receive any advice from others? Is it that we are never to receive advice from Pakistan?

I really don't understand why people are getting insulted. If we feel that the offer was not worth our while to consider, nothing stopped us from saying that we appreciate the offer, but things being well under control, felt no need to avail of it.

I found the Indian response churlish. Instead of diving into Pakistan's debt, they should have just thanked Pakistan.

If they still wanted to take it further, a simple request would have been more effective - if Imran Khan really wants to help India, he could clamp down on Pakistan sponsored terrorism in South Asia.

Guys, there are those who objected vehemently and wanted to continue on the lines of that low-class retort by our own MEA. I feel - this is a personal opinion - we should let the Pakistanis criticise their own PM if they wish to, praise him if they wish to, but we should deal with the facts of the case, not the personalities.
