Improved Arrow 2 missile defense system successfully tested California offshore

How does Arrow 3 differ from Arrow 2? How does it manage to be half the weight? Why does it look exactly like the MD-620 has been stripped off its upper stage? Why does its payload not have fins and yet be still smaller?
 
I see no resemblance to MD-620.
Arrow 3 will relay solely on thrust vector steering, much more sophisticated kill vehicle with radar and elector-optic homing, hit to kill interception with higher speed at altitudes exceeding 100km, and ~50% lighter.
 
Same diametre, same basal skirt. It is actually a good and frugal practice that the rocket in the Arrow package inherits from existing and proven Jericho-1 technology. Could you answer whether the thrust-vectoring uses coolant-injection, a single gimbaled nozzle or a rotatable 4-pack of them.
