PM to visit Odisha and Chhattisgarh on September 22


The Prime Minister, Shri Narendra Modi, will visit Odisha and Chhattisgarh on September 22, 2018.

At Talcher in Odisha, he will unveil a plaque to mark the commencement of work for the revival of Talcher Fertilizer Plant. This is the first plant in India which will have a coal gasification based fertilizer unit. In addition to fertilizer, this plant will produce natural gas, thereby contributing to the country’s energy requirements.

The Prime Minister will then travel to Jharsuguda, where he will inaugurate the Jharsuguda airport. This airport shall bring western Odisha on the aviation map of India, and facilitate regional air connectivity through the UDAN scheme.

The Prime Minister will dedicate the Garjanbahal coal mines, and the Jharsuguda-Barapali-Sardega rail link to the nation. He shall also unveil a plaque to mark the commencement of coal production and transportation from Dulanga coal mines.

The Prime Minister shall then arrive in JanjgirChampa, in Chhattisgarh. He will visit an exhibition on traditional handloom and agriculture. He will lay the foundation stone for national highway projects, and the Pendra-Anuppur 3rd railway line. He will address the gathering.

मंच पर विराजमान उड़ीसा के राज्‍यपाल प्रोफ़ेसर गणेशीलाल जी, राज्‍य के मुख्‍यमंत्री, मेरे मित्र श्रीमान नवीन पटनायक ही, केंद्र में मंत्रिपरिषद के मेरे साथी श्रीमान जुएल ओरम जी, श्री धर्मेन्‍द्र प्रधावन जी, संसद में मेरे साथी श्री सतपति जी, यहां के विधायक ब्रजकिशोर प्रधान जी, और प्‍यारे भाइयो और बहनों।

इसके बाद मुझे एक विशाल जनसभा में बोलना है और इसलिए मैं इसकी विस्‍तार से चर्चा यहां न करते हुए बहुत ही कम शब्‍दों में इस शुभ अवसर का, इसके प्रति मेरी प्रसन्‍नता व्‍यक्‍त करता हूं और समय-सीमा में इस प्रोजेक्‍ट को पूर्ण करने के संकल्‍प के साथ मैं संबंधित सबको बहुत-बहुत शुभकामनाएं देता हूं।

एक प्रकार से ये पुनरोद्धार का कार्य करने का मुझे सौभाग्‍य मिला है। कई दशकों पहले जो सपने बुने गए थे, लेकिन किसी न किसी कमियों के कारण वो सारे सपने ध्‍वस्‍त हो चुके थे। और यहां के लोगों ने भी आशा छोड़ दी थी कि क्‍या इस प्रोजेक्‍ट को, इस क्षेत्र को पुनर्जीवन प्राप्‍त हो सकता है क्‍या?

लेकिन हमने संकल्‍प किया है देश में नई ऊर्जा के साथ, नई गति के साथ देश को नई ऊंचाइयों पर ले जाना है, और उस संकल्‍प को पार करने के लिए ऐसे अनेक वृहद प्रोजेक्‍ट्स, अनेक वृहद योजनाएं, अनेक वृहद initiative, उसमें भी ऊर्जा चाहिए, उसमें भी गति चाहिए, उसमें भी संकल्‍प शक्ति चाहिए। और उसी का परिणाम है कि करीब-करीब 13 हजार करोड़ रुपये की लागत से आज इस प्रोजेक्‍ट का पुनरोद्धार का कार्य यहां प्रारंभ हो रहा है।

पूर्णतया हिंदुस्‍तान के लिए ये नई technology है। Coal gasification के द्वारा यहां के इस काले डायमंड को एक नई technologyके द्वारा न सिर्फ इस क्षेत्र को; देश को भी नई दिशा मिलने वाली है। देश को बाहर से जो गैस लाना पड़ता है, बाहर ये यूरिया लाना पड़ता है; उससे भी मुक्ति मिलेगी और बचत होगी।

इस क्षेत्र के नौजवानों के लिए ये रोजगार का भी बड़ा अवसर है। करीब साढ़े चार हजार लोग इस प्रोजेक्‍ट के साथ जुड़ेंगे और इसके कारण उसके surrounding भी बहुत सी व्‍यवस्‍थाएं विकसित होती हैं, जिसका लाभ यहां मिलेगा।

विकास की दिशा कैसे बदली जा सकती है- नीति साफ हो, नीयत देश के लिए समर्पित हो, तब फैसले भी उत्‍तम होते हैं। हमारे देश में नवरत्‍न, महारत्‍न, रत्‍न- ऐसे कई सरकारी PSU’s की चर्चा हम सुनते आए हैं। कभी अच्‍छी खबर, कभी बुरी खबरें आती रहती हैं। लेकिन उनको मिला करके, एक नवशक्ति बन करके कैसे किसी प्रोजेक्‍ट को आगे बढ़ाया जा सकता है, ये एक नया उदाहरण देश के सामने होगा कि जब देश के इस प्रकार के रत्‍न इकट्ठे हो करके, महारत्‍नइकट्ठे हो करके इस प्रोजेक्‍ट की जिम्‍मेदारी लेंगे और उन सबके expertise, उन सबका धन इस काम को लगेगा और उड़ीसा के जीवन को और देश के किसानों की आवश्‍यकताओं को पूर्ण करने का कारण बनेगा।

मुझे बताया गया है, क्‍योंकि मैं ऐसे projects में जाता हूं तो मैं पूछता हूं कि production की date बताइए। उन्‍होंने मुझे 36 महीने बताया है। मैं आपको विश्‍वास दिलाता हूं, 36 महीने के बाद मैं फिर से यहां आपके बीच आऊंगा और उसका उद्घाटन भी आपके बीच करूंगा। इस विश्‍वास के साथ मैं फिर एक बार मुख्‍यमंत्री जी का हृदय से आभार व्‍यक्‍त करते हुए इस मेरी वाणी को यहां विराम देता हूं।

Union Minister of Agriculture and Farmers’ Welfare Shri Radha Mohan Singh has said that a developed agri food value chain in the country can not only enhance the farm income of farmers but also make available quality food to the consumers. It will also help in substantially reducing the harvest and post-harvest losses occurring at various stages of the agri food value chain. He stated this while addressing the gathering at the inauguration ceremony of the ASSOCHAM’s 2-day Exhibitions, Conferences & Roundtables on Agri Food Value Chain Partnerships - End to End Approach.

The Minister said that Modi Government is committed to promoting Agri Food Value Chain related activities at local, regional, national and also International level. e-NAM was launched by the government to reduce the supply chain by integrating the value chain participants. So far, 585 mandis have already been added to the e-NAM portal and within the next two years, 415 additional mandis will be added. He informed that in order to address the problem of fluctuations in the prices of tomatoes, onions and potatoes (TOP), "Operation Green" was launched with an outlay of Rs 500 crore in this year’s budget. Under this scheme, Farmer Producer Organizations (FPOs), agricultural logistics, processing facilities and professional management will be promoted.

Shri Singh also informed that under the Mission for Integrated Development of Horticulture (MIDH), the Mission Organic Value Chain Development for North Eastern Region was approved on January 2016 with a total outlay of Rs 400 crore. Besides this, the government has approved a new Central Sector Scheme – Pradhan Mantri Kisan SAMPADA Yojana (Scheme for Agro-Marine Processing and Development of Agro-Processing Clusters) for the period 2016-20 co-terminous with the 14th Finance Commission cycle. PM Kisan SAMPADA Yojana is a comprehensive package which will result in creation of modern infrastructure with efficient supply chain management from farm gate to retail outlet.

Gram Sabhas to inform farmers about the enrolment of farmers under Pradhan Mantri Fasal Bima Yojna (PMFBY)

Gram Sabhas across the country have been asked to inform the farmers about the enrolment and benefits of Pradhan Mantri Fasal Bima Yojan (PMFBY) at the beginning of the Rabi Season today. The Gram Sabhas will also inform the farmers on how they can insure their crops under the Scheme. The Ministry of Agriculture and Farmers’ Welfare has requested the Ministry of Panchayati Raj and the State Governments to include this as an agenda in the upcoming Gram Sabhas, especially for the one scheduled on 2nd October 2018, in connection with Gandhi Jayanti. This is as part of the awareness initiatives taken up at various levels by the Govt and Insurance Companies to create awareness about the Scheme and mobilise farmers to insure their crops.

This is also the first season for PMFBY with its revised operational guidelines in place. The Govt expects the companies to reduce premium rates, especially as the general cut-off date for enrolment has been advanced by 15 days for both seasons. As per the revised operational guidelines, the farmers get 72 hours to intimate individual claims against the existing 48 hours. This can be done through any of the channels provided under the Scheme and directly on the portal of PMFBY. In case of any grievance, the farmers can access dedicated grievance redressal authorities. Revised operational guidelines provide for appointment of District Level Grievance Redressal Officer and creation of State and District Grievance Redressal Cells for fast redressal of grievances.

Non-loanee farmers can approach designated Common Service Centres, banks and insurance agents for insuring their crops or directly enrol on the portal. Those farmers who avail short term crop loans from formal financial institutions at concessional rates of interest are automatically covered under the Scheme.

Department of Fertilizers observes Swachhata Pakhwada

Department of Fertilizers, Ministry of Chemicals & Fertilizers, Government of India, along with 9 PSUs under its administrative control and 2 Cooperative Societies (KRIBHCO and IFFCO), observed the Swachhata Pakhwada from 1st September to 15th September, 2018.

A number of Swachhata related programmes and activities, as detailed below, were conducted in the Department of Fertilizers:-

(i) Placing of message from Union Minister for Chemicals & Fertilizers, Shri Ananthkumar on the website of the Department of Fertilizers

(ii) Administering of pledge by Secretary, Fertilizers, Smt. Bharathi Sivaswami Sihag among the staff of the Department of Fertilizers

(iii) Plantation of saplings by the senior officers of the Department of Fertilizers in the campus area of Shastri Bhawan

(iv) Holding an Essay Competition on Swachhata related themes in which Staff of Department of Fertilizers participated. Four cash prizes (i.e. 1st, 2nd and two Consolations Prizes) were also distributed to the Winners of Essay Competition

(v) Conducting a Shram Daan activity by the staff of Department of Fertilizers at Boat Club and its nearby places.

(vi) Holding a Prize Award Ceremony in the Chamber of Secretary (Fertilizers) on 28-09-2018. In the Ceremony, total 5 Swachhta Awards (i.e. 3 awards sent by Ministry of Drinking Water and Sanitation and 2 awards from Department of Fertilizers) were distributed by Secretary (Fertilizers) to the following officers of Department of Fertilizers, 2 PSUs and 2 Cooperative Societies (i.e. IFFCO and KRIBHCO) :-

GI Tag for Alphonso Mango from Konkan

Alphonso Mango from Ratnagiri, Sindhudurg and other adjoining areas in Maharashtra, finally gets a Geographical Indication (GI) Tag. A Geographical Indication or a GI is a sign used on products that have a specific geographical origin and possess qualities or a reputation that are due to that origin. Such a name conveys an assurance of quality and distinctiveness which is essentially attributable to its origin in that defined geographical locality. Darjeeling Tea, Mahabaleshwar Strawberry, Blue Pottery of Jaipur, Banarasi Sarees and Tirupati Laddus are some of the GIs.



GI products can benefit the rural economy in remote areas, by supplementing the incomes of artisans, farmers, weavers and craftsmen. Our rural artisans possess unique skills and knowledge of traditional practices and methods, passed down from generation to generation, which need to be protected and promoted.

Recently, Union Minister of Commerce and Industry, Suresh Prabhu launched the logo and tagline for the Geographical Indications (GI) of India and said that the GI will give the rightful share of intellectual property to the artisan and the place of origin of the product. He emphasised that it’s an area of strength and optimism for India, whereby GI tag has given protection to a large number of hand-made and manufactured products, especially in the informal sector.

The Department of Industrial Policy and Promotion has taken several initiatives in this regard and is actively involved in promotion and marketing of GIs with a vision to enhance the horizon both socially and economically for GI producers.

The king of mangoes, Alphonso, better known as ‘Hapus’ in Maharashtra, is in demand in domestic and international markets not only for its taste but also for pleasant fragrance and vibrant colour. It has long been one of the world's most popular fruit and is exported to various countries including Japan, Korea and Europe. New markets such as USA and Australia have recently opened up.



The first product to get a GI tag in India was the Darjeeling tea in 2004. There are a total of 325 products from India that carry this indication.

The Department of Animal Husbandry, Dairying and Fisheries observes “World Egg Day”

Minister of State Shri Parshottam Rupala highlights the importance of eggs in human nutrition and increasing poultry farmers’ income

The Department of Animal Husbandry, Dairying and Fisheries, Government of India organized “World Egg Day” today. The Minister of State of Agriculture & Farmers’ Welfare Smt. Krishna Raj was the Chief Guest at the event and Minister of State of Agriculture & Farmers’ Welfare Shri Parshottam Rupala was the Chairman for the event. Farmers, members of poultry associations, research scholars, administrators and around 700 participants including poultry farmers attended the event. In the technical session, eminent speakers were invited to speak on various topics relating to importance of eggs in human nutrition which were followed by discussions & deliberations.

Shri Tarun Shridhar Secretary, Department of Animal Husbandry, Dairying and Fisheries, addressing the gathering highlighted the importance of eggs in human nutrition and increasing poultry farmers’ income. Minister of State of Agriculture & Farmers’ Welfare Shri Parshottam Rupala released a booklet on poultry entrepreneurs’ success stories. Sanction orders were distributed to 5 entrepreneur beneficiaries under the Poultry Venture Capital Fund - Entrepreneurship Development and Employment Generation component of National Livestock Mission.

International Egg Commission has declared the second Friday of October every year as World Egg Day. This is celebrated in countries all around the world, and is a unique opportunity to help raise awareness of the nutritional benefits of eggs.

India is the third highest producer of eggs in the world, but the per capita availability is around 69 eggs per person per year. Egg is a wholesome, nutritious food with high nutrient density. It is a high value protein and provides a wide variety of other nutrients like vitamins, essential amino acids and minerals etc. crucial for growth and good health.

Womens participation is 75% in the production of major crops in the country: Radha Mohan Singh

Special importance is being given to the role of women in achieving the goal of doubling farmers’ income by 2022

The government has allocated more than 30% funds for women under various major schemes, programs and development related activities in order to bring women in the agriculture mainstream. Stating this on the occasion of Mahila Kisan Diwas, today, Minister of Agriculture and Farmers’ Welfare Shri Radha Mohan Singh informed that about 18% of the agricultural households in India are led by women. In addition to agriculture, women have been making exceptional contribution in horticulture, fisheries, animal husbandry, beekeeping etc. The Minister disclosed that a research by the Indian Council of Agricultural Research (ICAR) conducted in nine states shows that the participation of women is 75% in the production of major crops, 79% in horticulture, 51% in post-harvest work and 95% in animal husbandry and fisheries. He further said that a National Gender Resource Centre in Agriculture, set up in the Department of Agriculture Cooperation & Farmers Welfare, has developed a women sensitization module to bring about change in the mindset and behaviour of male program operators. In 2017-18, DAC&FW’s MANAGE, EEI, SAMETI and other institutions have trained 5645 people through 222 programmes. Besides, more than 98.14 lakh women farmers have been trained so far under the ATMA scheme.

Shri Singh said that special importance is being given to the role of women in achieving the goal of doubling farmers’ income by 2022. Keeping this in mind, the inter-ministerial committee formed under the chairmanship of Dr. Dalwai has written a separate chapter on the empowerment of women to double the income of farmers. These efforts will certainly prove to be effective in enhancing the participation of women in agriculture. The Central Institute for Women in Agriculture, Bhubaneswar (Odisha), set up under the ICAR, has also been working in this direction.

The Minister stated that cooperative education programs of women are organized through State Cooperative Societies to ensure womens participation in various activities in the field of cooperatives. Under the National Cooperative Union of India (NCUI), 38.78 lakh women have been trained in the last two years. Similarly, 6.07 lakh and 7000 women have benefited through KVKs and skill training respectively. A total of 53.34 lakh women have benefited during the year 2016-17 and 2017-18. He said that government’s revised ATMA scheme is providing support to the Food Security Groups of the farmers to ensure food security at the domestic and community levels. Under this, the Women's Food Security Groups are being given financial assistance at the rate of 2 groups / per block and at the rate of Rs 10,000 per group / per year. The Minister congratulated women farmers and praised their commendable contribution in taking India to the path of Second Green Revolution and in changing the landscape of development in the country.

The purpose of celebrating World Food Day this year is to demonstrate our global commitment to achieve the goal of creating “Zero Hunger World” by 2030. Modi government is working continuously in a phased manner to achieve the goal of zero hunger. At the inauguration ceremony of Agri Startup & Entrepreneurship Conclave on the occasion of World Food Day today, Union Agriculture & Farmers Welfare Minister Shri Radha Mohan Singh said that the efforts of farmers and techniques developed by the Indian Council of Agricultural Research (ICAR) have contributed to an increase in agricultural production and food security. As per the fourth advance estimate, foodgrain production is estimated at 284.83 million tonnes in 2017-18, an increase of over 20 million tonnes as compared to 2013-14.

The Minister informed that horticulture crops, which contribute significantly to nutritional security, have witnessed record production this year at 307 million tonnes. Today, India occupies the top spot in horticulture production. In the year 2015-16, the production of pulses was 16.25 million tonnes, which increased to 25.23 million tonnes according to the fourth advance estimate in the year 2017-18, which is about 9 million tonnes higher compared to the production achieved in the year 2013-14. The role of high quality crop variety, seed and technology has been significant in increasing production, the Minister stated. He added that 795 crop varieties were released for production during 2014-18 as compared to 448 crop varieties during 2010-14. The demand and production of breeder seeds during 2013-14 was 8479 tonnes and 8927 tonnes respectively which rose to 10405 tonnes and 12265 tonnes in 2016-17.

On ‘Skill India’ the Minister said that the Scheme was launched by the Indian government on a large scale nationwide. According to statistics, a requirement of 22 lakh skilled youth is in the agricultural sector, for which training of skill development is being conducted in various employment areas with the help of the Agriculture Department ICAR and Krishi Vigyan Kendras. The Modi Government has encouraged entrepreneurs through skill development and start-ups.

To attract the youth of the country towards agriculture, a project called 'Arya' is being run through Krishi Vigyan Kendras and the Farmer Fest program is also playing a leading role in this direction. Skill development internships for youth are provided at the graduation level. There is tremendous potential for startups in the fields of seed and plant production, food processing and post-mortgage management, veterinary, farm machinery, poultry, fish production, biological products and bioplasty.

Agriculture Minister’s Message on World Food Day

World Food Day is a day of action dedicated to tackling global hunger. The theme of World Food Day 2018 is ‘Our actions are our future – A zero hunger world by 2030 is possible’.

Speaking on the World Food Day, Minister of Agriculture and Farmers Welfare Shri Radha Mohan Singh said that the Indian Council of Agricultural Research takes action to remove the suffering from hunger and ensure food security and a nutritious diet for all. The focus of the Government of India is that food is a basic need and fundamental human right. Zero hunger could save the lives of 301 million a year, and can help build a safer, more prosperous world for everyone. The Government of India aims to transform India’s agricultural sector to contribute to the achievements of global environmental objectives, and has launched a new project in association with FAO, India office known as ‘Green-agriculture: transforming Indian agriculture for global environmental benefits and the conservation of critical biodiversity and forest landscapes’.

On farmers welfare the Minister said “the farmers, whom we respectfully call our ‘Annadaata’ or the providers of food, are central to our efforts in food processing. We have a stated target of doubling farm incomes by 2022. Recently, the Pradhan Mantri Kisan Sampada Yojana, a national level programme, was launched to create world-class food processing infrastructure. This is expected to leverage investment of five billion US dollars, benefit two million farmers and generate more than half a million jobs over the next two years.”

On Mega Food Parks the Minister said “Through these food parks, we aim to link agro-processing clusters with key production centres. This will offer immense value proposition in crops such as potato, pineapple, oranges and apples. Farmers groups are being encouraged to set up units in these parks, thereby reducing wastage and transportation costs, and creating new jobs.”

On digitalization in Agriculture the Minister said “We plan to link our villages through broadband connectivity, within a clear timeframe. We are digitizing land records, and providing various services to the people on mobile platforms. These steps are building momentum towards real-time transfer of information, knowledge and skills to farmers. The e-NAM, our national agriculture e-market, is connecting our agricultural markets nationwide, thereby giving our farmers the benefit of competitive pricing, and freedom of choice.”

The Minister stated that he was happy to learn that the Indian Farming, a monthly magazine of the ICAR, is dedicating a special issue on the theme of World Food Day 2018 – ‘Our actions are our future – A zero hunger world by 2030 is possible’. He said that qualitative information contributed by renowned scientists of FAO, CGIAR and ICAR systems will benefit agriculture knowledge seekers.

Shri Pradhan says strong linkage between agriculture and entrepreneurship will benefit the society

Minister of Petroleum and Natural Gas & Skill Development and Entrepreneurship Shri Dharmendra Pradhan, on the occasion of World Food Day, attended the Agri-Startup and Entrepreneurship Conclave, organised by Indian Council of Agricultural Research(ICAR). The theme of the conclave was "Unleashing Potentials in Agriculture for Young Entrepreneurs (UPAYA)". The conclave brought together entrepreneurs, investors, policymakers,scientists, farmers, technology developers to create desired awareness and help build a robust entrepreneurial ecosystem, particularly in the Agriculture sector.

As the Minister of Skill Development and Entrepreneurship, Shri Pradhan assured full support in ensuring skilling in the agri entrepreneurship area. He expressed the hope that entrepreneurship in agriculture will reach every district of the country. The Minister said that our lifestyle is changing rapidly, and Technology, innovation are driving this change. Technology is also going to play a greater role in agriculture. Innovative products coming out of technological research in agriculture should reach the markets and should achieve scale to benefit the society. He said that strong linkage between agriculture and entrepreneurship will ensure this.

Shri Pradhan addressing the conclave applauded the ICAR for giving a new dimension to the World Food Day by organising this conclave on agri entrepreneurship. .He said that this has provided an opportunity to the entrepreneurs who have come up with innovative food products and solutions in the agriculture sector, to showcase their innovations and deliberate on this important area. He said that Agriculture in India is seeing fundamental shifts, and we have moved from a paradigm of food deficit to food surplus.

Women of India Organic Festival to be held at IGNCA, New Delhi from 26th October to 4th November, 2018

The Ministry of Women and Child Development is organizing the 5th edition of the Women of India Organic Festival from 26th October to 4th November, 2018 at Indira Gandhi National Centre for the Arts, Janpath Road, New Delhi. This is aimed to boost organic culture and promote Women Organic Farmers and Entrepreneurs. Being the country's largest organic festival, it bears witness to the fact that women are the torchbearers of the nation's organic movement.



"The WOI Festival has given a successful platform to empower women farmers and entrepreneurs in a festive and fruitful manner for the past 4 years. It is a matter of great satisfaction for me that the Ministry’s efforts ultimately boost these illustrious rural women’s local communities and economy by creating jobs and keeping farmers thriving in addition to spreading awareness about the benefits of organic products,” said The Minister of Women & Child Development, Smt. Maneka Sanjay Gandhi.



With over 500 women entrepreneurs coming together from across the country with their organic products such as cereals, rice, pulses, skin-care products, fabric, jewellery, etc, this is the perfect example of how the festival is creating a revolution and making women self-reliant. For the first time, ‘The Vegan Project’ and Food Court with cooked-on-site delicacies will also be available.



Participants from the remotest parts of the country travel and stay in Delhi for the entire duration of the Festival, while having the opportunity of selling their healthy and wholesome produce to the people of Delhi and surrounding areas.



To make the organic movement more accessible to public, the Ministry has changed the venue for the 2018 edition to IGNCA and has kept Entry and Parking Free for All.
