From a long time ago, Germany immigration Policy toward non-EU member virtually do not exist, it seems that they are intentionally make that way so no outset worker can work in Germany.
With the ban of recruitment to Oversea (Well, non-EU, as Greece are also oversea) worker (Unless seek authority approval) this alone kill a lot of people who intented to work in Germany, in all other EU country, most notible in the UK, you only need to seek work employment (Or not if you are commonwealth citizen) then you are almost gurantee a visa to work in the UK, but in Germany, even if the employer who are willing to give you an employment, he have to take it to the authority first.
The other dead spot for Foreign skill moving into Germany is their Citizenship law. It take 8 legal years to be a German.
People who intent to move to Germany would almost universally like to naturalise as German citizens (Then you can move around EU) but 8 years is not worth the wait compare to other EU Country i know of where the UK is 5 (1 for me as i am a Commonweal Citizens, i am an American born Australian) and Swedish 5. And then unlike Swedish and the UK, you have to give up your original Citizenship.
UNless there is a change to Germany Nationality Law, those factor wil lalways be a bump to potential talent
