For Vietnam to get something potent and that too of high range they will have to first get into MTCR umbrella. Otherwise they already have quite a potent missile system even with submarine launched ballistic missiles already present with them . The best U can give them is Brahmos.

Pakistan already covers most of india

ICBM is required but down the list of most important things we require, im sure Pakistani scientists have carried out all the basic works for a ICBM as alot of the missile programme overlaps but its not top priority

our cruise missile programme along with the new Babur v2 is more important

China has an array of offensive missiles that would sit nicely in our arsenal and its important to China that Pakistan gets access at very low prices as any missile in Pakistani hands pointed at india defends us both

I am not sure if we really need an ICBM. As far as I know our doctrine encircles around India only and 2750KM is the exact range we needee to cover all of India.

We do not have enemies except India so developing anything above that range is meaningless and waste of money
