So you don't have any such organization period, yet you feel ready to attack others. The only R&D being done is by Jihadi's on IED's and suicide vests.

You need to read up on the American or British or russian failed projects...even the failed projects of hitler's scientists to get a clue of what research and development entails..

As a matter of fact..talk to any scientist or researcher from any stream outside of pakistan (because it seems pakistani "scientists" never fail by reading most of pdf) on percentage of success vs failures that they have had.

The issue with drdo is that it is a government organization and not exactly forced or committed to deliver on time or costs.

BTW, our DARPA has failed in several projects too.

They do try......and they never fail.....i mean with suicide vests .....unfortunately they wont be alive to take this to next level.
