IB, RAW good enough; no need for NCTC: Former RAW chief

A parliamentary committee may have asked the central government to hold back the setting up of the National Counter Terrorism Centre (NCTC), but a former RAW chief insists that India does not need such an apparatus.

Former special secretary of the Research and Analysis Wing (RAW) Amber Sen said during a public lecture Saturday that if the existing vacancies in the Intelligence Bureau (IB) and RAW were filled, the two institutions would be competent enough to handle counter-terrorism operations.

“Why start a new agency when you have organisations which are 40, 50 years old?” said Sen, who is also a former strategic intelligence advisor to the National Security Council, which advises the central government on security related issues.

“The IB is over 20,000 short on personnel. RAW is 3,000 short. If these two agencies are given people, it will be more than enough,” Sen said.

He further said that the process of new hiring for any intelligence agency was a long drawn process which took oodles of time and instead of starting a fresh infrastructural setup like the NCTC and hiring people for it, the existing capacities at IB and RAW should be filled and given a free rein to develop comprehensive counter terror strategies.

The central government’s NCTC, a project which was developed after the 26/11 Mumbai terror strikes, when a need was felt to have a single federal body which would control and co-ordinate all counter-terrorism measures.

The project hit controversy from day one after several state governments not ruled by the Congress party claimed that the anti-terror outfit could have potential to interfere with state government’s affairs.

Bullshit .....

IB and RAW must handle internal and external intelligence only , for Counter Terrorism we need specialized department.
 
Aree Yaar Improve the current Agencies rather than creating new ones
 
Offcourse create a new agency. The question is what is it's mandate ??? Or is this agency just another vacany for friends of friends to get high ranking positions ?? Indian media should investigate that angle. IB has been a pain to terrorists. Why the need to create a new agency?? Not enough vacancies left in government departments?
 
obviously RAW is good enough, many Pakistani members seem to agree with the fact that all of their countries problems are because of RAW, CIA and the Israeli secret service....
if that is the case then RAW is doing a great job.
 
Raw does what any intel agency would do.

Yeah obviously we see their actions (proxy) as a threat. But we have our own contingencies in place and luckily, while our premier intel service does report to PM - it's army-run while there are are also civilians and also civilian run agencies

It could be independent department to RAW because more than 60% working of supposed center dependent on foreign intelligence & reports but answerable directly to Director to RAW office. This is more suitable because otherwise there is always possibility of organizational clashes, misunderstandings, leading competition/war in case of separate center which usually may resulted in low effectiveness and performance.

IB could be an assistant to this department.

Same here as RAW gave credits to ISI for many brilliant done jobs in India.

You are right as it should be but.........that's another long discussion.
Too much independent agencies are also problematic.
 
Ill trust the military to get shyt done.

ZA Bhutto tried setting up a "civilian" national security council and that plan failed miserably
 
Most states - (ruled by the minority appeasing parties) are against the NCTC - wonder why?
