Because you don't need a 60 km altitude interceptor to intercept North Korean missiles head for the South. You need one to intercept Chinese ballistic missiles, or North Korea missiles headed toward Guam or Okinawa.

This is why they are willing to take that risk and wait for the IOC of KL-SAM in 2020, because importing missile causes its own set of headache in terms of service and maintenance.

The Korean defense minister just confirmed the local development of the high altitude interceptor, not an import.

The failure of the latest missile test buys ROK time to develop the local interceptor as planned.

And as the Turkey is a major ally (very, very, deep friend) in strategic collaboration with South Korea in many development projects current and future military. For the future, there will be these big surprises...
