F-21 is F-16 block 70 fine but what it does for IAF is it opens up F-16 Sufa of Usrali air force to be transferred to add more capability. The Indian would be replacing 200 aircraft with 200 aircraft unlike PAF which has chosen to replace 300 aircraft with 200-220 aircraft of superior quality and capability.
If the Indians are going to sign this deal then they will not just have numerical superiority but also increase their capability many folds.
