Budget allocation hasn't been confirmed for IAC-3 yet because they're still debating on the tonnage and overall costs along with US assistance on EMALS. If that gets a go ahead, there is a high possibility for the Rafale-MAs far as I read previously, it was all green to go ahead with it. IN will surely opt for Rafale-M configuration.
Earlier this year, there were talks that IAF would go for additional Mig-29s and use the option clause to build 40 more Su-30s but nothing has been confirmed yet. Without IAC-3 being finalized, IN might also go for additional Mig-29Ks in small numbers to fill in current operational requirements and as a stop gap for dwindling numbers
