Increased number of crashes does not automatically mean diminishment of capabilities. North Korea has nearly 0 crashes since 1990, but that's because they don't fly much due to fuel and funding shortage. China on the other hand, saw its number of crashes went up in recent years, as pilots' average flight hour went from 90 to about 200 per year within a decade. Not saying crashes are good, but one has to look beyond the numbers for the true reason.
