As the tweet suggests its a rotational appointment wherein the senior most of the 3 Chiefs takes the Chair ( in addition to his own duties) till he retires to lllok after tri- service matters.

If India is serious about security, India should outsource its security and even arm forces to another country. It’s danger for Indians to bear arms. Dangerous for the Indians as Indians do not know how to use firearms properly. And dangerous for friends and foes alike. Its like giving a gun to a three year old.
