NEW DELHI: About 200 employees in the I&B ministry were packed off on a day's casual leave after the minister, Prakash Javadekar, found them lagging in punctuality.

Javadekar went on a surprise check on Monday morning at 9:15 am to find vacant chairs across the four floors of the Shastri Bhavan that the ministry uses.

"The minister usually sits in the environment ministry in the morning and comes to Shastri Bhavan in the afternoon. But on Monday he came to his office in the I&B ministry by 9am. He then decided to check the offices only to find that many employees were miss ing," a source said.

Sources said the minister asked the "missing employees'' to meet him. "He met almost 200 people in batches of 25-30 and let them off with a warning that they should be more punctual. He then asked them to take a day's casual leave," the source said.

After the minister's inspection, I&B secretary Bimal Julka also spoke to senior officials to emphasize on the need for punctuality among the staff. A circular was also issued to officials warning them that they would be liable for disciplinary action if found to be late again, the sources said.

The Narendra Modi government has been laying emphasis on punctuality so as to serve the people better. Earlier urban development minister Venkaiah Naidu too had conducted a surprise visit on June 13 to find many senior officials missing from their seats.

While respect and devotion to work is required, the ministers should slowly cultivate it rather than adopting a holier than thou attitude. The ministers must address the root causes for these behaviours and address them and that will lead to a better work environment as well.

The root cause of arriving late to work and leaving early is indifference and absence of fear.

Seniors do not have the courage to pull up those in their team because they themselves are first among defaulters.

Add lack of respect to what one does to the above. Hence just pulling up the officers for coming late would not be sufficient. They will try to get back at them when they have an opportunity (happened to Chandrababu Naidu). This must be handled with a more holistic approach IMHO.

What is this hollistic approach to handle habitual laggards ?

Babu's sit in ministries are not saints there much qualified people who work below the chain of command they never get opportunities like these Babu's .They should respect their work rather being lazy it's most common phenomenon in Govt jobs babu's take their position for granted because of lack of fear of losing jobs it's also one of biggest hindrances of not performing public & govt firms.There should be a system in govt jobs which must be base on performance of these govt servants just like in private firms .

I understand and agree with your view as that basic devotion to work should already exist. But if it does not already exist(true in a lot of cases), don't you think that just addressing the late arrivals etc would turn around the behaviour?

I have been through this @ work myself , it took some doing & friendly arm twisting to make people work.

The start point in enforcing office discipline is to ensure office timing are followed. An employee is being paid to for for X Number of hours.

The next stage is setting measurable & visible goals for each Dept within the office , followed by ensuring the employees get their work related benefits as well.

Lastly, the leader needs to lead by example & have a good monitoring & feed back system where employees can air their probs & provide feedback. Things cannot always be Top - down.

How about installing finger print scanner based attendance system.

Biometric systems I believe are being installed.

Years of Babu mentality made them lazy, Congress nurtured such attitude.They need a kick in the butt.
