the BJP leader said this because she was going to be appointed as representitive for a newly formed state called telengana (she is from hyderabad/telengana).
A senior BJP leader has already admonished that local BJP leader saying 'only people without culture say this' (or something similar).

the new state was formed after nearly 60 years of struggle of people of that region. They wanted separation because they alleged that they are marginalized by people of other region of same state. (Andhra pradesh)

After independence, India was divided into states on basis of language. Telengana along with other telugu language speaking speaking area became the state of Andra Pradesh (hyderabad became capital, sania is from hyderabad).
The BJP leader also alleges sania is not born in telengana, but from neighbouring state.

There are demands of few more states in India... because regional disparity... because people of backward regions wants to have more control over their own fate.
