China may be HDI compared to India but here's the funny thing I observe in the US.
Most Indian (and Pak, Bangl) immigrants who come here (whether as students or workers) want to make money, live a high material quality of life - i.e. good house, clean air, big car, salary etc. They are trying to escape low economic development in India
Most Chinese immigrants I meet are from well-off families in China - they're not escaping poverty or bad infrastructure. Rather they want to escape the stifling political atmosphere where their lives are dictated by endless norms and rules - with severe consequences for violation. They cannot publish or write or speak out against any official policy and any dissent will lead to end of career - if not imprisonment. There's no integrity in the judicial system and no question of filing a suit against the party, let alone winning. Everything from which church to go to for prayer - to how many kids - to which universities one can apply - are dictated by the party.
I have my doubts whether good HDI can make up for this. You decide.
