HRD wants legislation on S Asian varsity

NEW DELHI: Even as the Saarc summit will adopt the agreement for the establishment of a South Asian University, the HRD ministry has proposed that a legislation be passed by Parliament to deal with various issues which could come up since SAU would be housed in India.

It is believed the external affairs ministry has promised to look into the idea of legislation after the Saarc summit. Though the agreement, passed by the Cabinet last week, makes it clear that SAU would be a non-profit public-private partnership and will have tax exemptions in the country where it is located, HRD feels this is not enough. The reasons: First, considering India’s size it would be one of the biggest contributors to SAU and it would be better if Parliament votes for the money that goes as India’s contribution.

Second, the Bill should also make it clear if tax laws and reservation law would be applicable on SAU or not.
"SAU would be the entity of eight countries with each having an equal stake. It would be public money that India would contribute. Therefore, legislation should make it clear if Indian laws would be applicable or not," an official says. He also said it is for the other Saarc countries to decide how they would like to make the contribution.

The agreement on SAU, to be signed by the Saarc member countries, says the university proposes to bring together the brightest and the most dedicated students from all over South Asia — irrespective of gender, caste, creed, disability, ethnicity or socio-economic background — to impart to them liberal and humane education.

SAU will be run by a governing board comprising two members from each member country and headed by a chairperson. The university will be headed by a president, appointed by the governing board. The president will also be the CEO and a member of the governing board.

The president will be responsible for implementing the vision and foundation statement of SAU and will hold office at the pleasure of the board.
