How to Pay for a 21st-Century Military

In recent weeks, this page has called for major changes in America’s armed forces: more ground forces, less reliance on the Reserves, new equipment and training to replace cold-war weapons systems and doctrines.

Money will have to be found to pay for all of this, and the Pentagon can no longer be handed a blank check, as happened throughout the Bush years.

Since 2001, basic defense spending has risen by 40 percent in real post-inflation dollars. That is not counting the huge supplemental budgets passed — with little serious review or debate — each year to pay for the wars in Iraq and Afghanistan. Such unquestioned largess has shielded the Pentagon from any real pressure to cut unneeded weapons systems and other wasteful expenses.

As a result, there is plenty of fat in the defense budget. Here is what we think can be cut back or canceled in order to pay for new equipment and other reforms that are truly essential to keep this country safe:

End production of the Air Force’s F-22. The F-22 was designed to ensure victory in air-to-air dogfights with the kind of futuristic fighters that the Soviet Union did not last long enough to build. The Air Force should instead rely on its version of the new high-performance F-35 Joint Strike Fighter, which comes into production in 2012 and like the F-22 uses stealth technology to elude enemy radar.

Until then, it can use upgraded versions of the F-16, which can outperform anything now flown by any potential foe. The F-35 will provide a still larger margin of superiority. The net annual savings: about $3 billion.

Cancel the DDG-1000 Zumwalt class destroyer. This is a stealthy blue water combat ship designed to fight the kind of midocean battles no other nation is preparing to wage. The Navy can rely on the existing DDG-51 Arleigh Burke class destroyer, a powerful, well-armed ship that incorporates the advanced Aegis combat system for tracking and destroying multiple air, ship and submarine targets. The Navy has sharply cut back the number of Zumwalts on order from 32 to two.

Cutting the last two could save more than $3 billion a year that should be used to buy more of the littoral combat ships that are really needed. Those ships can move quickly in shallow offshore waters and provide helicopter and other close-in support for far more likely ground combat operations.

Halt production of the Virginia class sub. Ten of these unneeded attack submarines — modeled on the cold-war-era Seawolf, whose mission was to counter Soviet attack and nuclear launch submarines — have already been built. The program is little more than a public works project to keep the Newport News, Va., and Groton, Conn., naval shipyards in business.

The Navy can extend the operating lives of the existing fleet of Los Angeles class fast-attack nuclear submarines, which can capably perform all needed post-cold-war missions — from launching cruise missiles to countering China’s expanding but technologically inferior submarine fleet. Net savings: $2.5 billion.

Pull the plug on the Marine Corps’s V-22 Osprey. After 25 years of trying, this futuristic and unnecessary vertical takeoff and landing aircraft has yet to prove reliable or safe. The 80 already built are more than enough. Instead of adding 400 more, the Marine Corps should buy more of the proven H-92 and CH-53 helicopters. Net savings: $2 billion to 2.5 billion.

Halt premature deployment of missile defense. The Pentagon wants to spend roughly $9 billion on ballistic missile defense next year. That includes money to deploy additional interceptors in Alaska and build new installations in central Europe. After spending some $150 billion over the past 25 years, the Pentagon has yet to come up with a national missile defense system reliable enough to provide real security. The existing technology can be easily fooled by launching cheap metal decoys along with an incoming warhead.

We do not minimize the danger from ballistic missiles. We agree there should be continued testing and research on more feasible approaches. Since the most likely threat would come from Iran or North Korea, there should be serious discussions with the Russians about a possible joint missile defense program. (We know the system poses no threat to Russia, but it is time to take away the excuse.) A research program would cost about $5 billion annually, for a net savings of nearly $5 billion.

Negotiate deep cuts in nuclear weapons. Under the 2002 Moscow Treaty, the United States and Russia committed to reduce their strategic nuclear weapons to between 1,700 and 2,200 each by 2012. There has been no discussion of any further cuts. A successor treaty should have significantly lower limits — between 1,000 and 1,400, with a commitment to go lower.

President-elect Barack Obama should also take all ballistic missiles off hair-trigger alert and commit to reducing the nation’s absurdly large stock of backup warheads. These steps will make the world safer. It will give Mr. Obama a lot more credibility to press others to rein in their nuclear ambitions.

It is hard to say just how much money would be saved with these reductions, but in the long term, the amount would certainly be considerable.

Trim the active-duty Navy and Air Force. The United States enjoys total dominance of the world’s seas and skies and will for many years to come. The Army and the Marines have proved too small for the demands of simultaneous ground wars in Afghanistan and Iraq. They are the forces most likely to be called on in future interventions against terrorist groups or to rescue failing states. Reducing the Navy by one carrier group and the Air Force by two air wings would save about $5 billion a year.

Making these cuts will not be politically easy. The services are already talking up remote future threats (most involving a hostile China armed to the teeth with submarines and space-age weapons). Military contractors invoke a different kind of threat: hundreds of thousands of layoffs in a recession-weakened economy. We are all for saving and creating jobs, but not at the cost of diverting finite defense dollars from real and pressing needs — or new programs that will create new jobs.

The cuts above could save $20 billion to $25 billion a year, which could be better used as follows:

Increase the size of the ground force. The current buildup of the Army and the Marine Corps will cost more than $100 billion over the next six years. Trimming the size of the Navy and Air Force, deferring the deployment of unready missile defenses and canceling the Osprey will pay for much of that.

Pay for the Navy’s needed littoral combat ships. These ships, which operate in shallow waters to support ground combat, cost about $600 million each. Canceling the DDG-1000 destroyer (more than $3 billion per ship) and the Virginia class submarine (more than $2 billion each) will help provide that needed money.

Resupply the National Guard and the Reserves. At the present rate for replacing weapons left behind or destroyed in Iraq and Afghanistan, the Guard will still be more than 20 percent short of what it needs in 2013. Canceling the F-22 will provide enough money to do better than that years sooner.

Some of these changes would have been made already if the Pentagon procurement system were more responsive to present needs and less captive to service and industry lobbyists. Defense Secretary Robert Gates complains about what he calls “next war-itis,” the system’s built-in preference for what might be needed in potential future wars over what is clearly needed now. Privately, most of the service chiefs concede that their budgets, which have seen little discipline since 9/11, have some margin for cuts.

Congress will need to develop a lot more realism and restraint. Lobbyists pushing costly and unneeded weapons systems find ready allies in lawmakers looking to create or protect federally financed jobs in their districts. Big contractors like Lockheed Martin, Boeing, Northrop Grumman, Raytheon and General Dynamics have become masters at spreading those jobs around to assemble broad Congressional voting blocs. Work on the F-22 has been parceled out to subcontractors in 44 states.

Mr. Gates, who will stay on, must make reforming the procurement system a priority. The era of unlimited budgets is over, and Mr. Gates needs to make tough calls and stick to them. Congress must give more weight to the nation’s overall needs and less to parochial interests.

Fixing the Pentagon’s procurement process will require the full backing of Mr. Obama. We believe American taxpayers are eager to support changes that would make the country more secure while making more effective use of their money.

The Pentagon is muscling in everywhere. It's time to stop the mission creep.

We no longer have a civilian-led government. It is hard for a lifelong Republican and son of a retired Air Force colonel to say this, but the most unnerving legacy of the Bush administration is the encroachment of the Department of Defense into a striking number of aspects of civilian government. Our Constitution is at risk.

President-elect Barack Obama's selections of James L. Jones, a retired four-star Marine general, to be his national security adviser and, it appears, retired Navy Adm. Dennis C. Blair to be his director of national intelligence present the incoming administration with an important opportunity -- and a major risk. These appointments could pave the way for these respected military officers to reverse the current trend of Pentagon encroachment upon civilian government functions, or they could complete the silent military coup d'etat that has been steadily gaining ground below the radar screen of most Americans and the media.

While serving the State Department in several senior capacities over the past four years, I witnessed firsthand the quiet, de facto military takeover of much of the U.S. government. The first assault on civilian government occurred in faraway places -- Iraq and Afghanistan -- and was, in theory, justified by the exigencies of war.

The White House, which basically let the Defense Department call the budgetary shots, vastly underfunded efforts by the State Department, the Justice Department and the U.S. Agency for International Development to train civilian police forces, build functioning judicial systems and provide basic development services to those war-torn countries. For example, after the 2003 invasion of Iraq, the Justice Department and the State Department said that they needed at least 6,000 police trainers in the country. Pentagon officials told some of my former staffers that they doubted so many would be needed. The civilians' recommendation "was quickly reduced to 1,500 [trainers] by powers-that-be above our pay grade," Gerald F. Burke, a retired major in the Massachusetts State Police who trained Iraqi cops from 2003 to 2006, told Congress last April. Just a few hundred trainers ultimately wound up being fielded, according to Burke's testimony.

Until this year, the State Department received an average of about $40 million a year for rule-of-law programs in Afghanistan, according to the department's Bureau of International Narcotics and Law Enforcement Affairs -- in stark contrast to the billions that the Pentagon got to train the Afghan army. Under then-Defense Secretary Donald H. Rumsfeld, the Defense Department failed to provide even basic security for the meager force of civilian police mentors, rule-of-law advisers and aid workers from other U.S. agencies operating in Afghanistan and Iraq, driving policymakers to turn to such contracting firms as Blackwater Worldwide. After having set the rest of the U.S. government up for failure, military authorities then declared that the other agencies' unsuccessful police-training efforts required military leadership and took them over -- after brutal interagency battles at the White House.

The result of letting the Pentagon take such thorough charge of the programs to create local police forces is that these units, in both Iraq and Afghanistan, have been unnecessarily militarized -- producing police officers who look more like militia members than ordinary beat cops. These forces now risk becoming paramilitary groups, well armed with U.S. equipment, that could run roughshod over Iraq and Afghanistan's nascent democracies once we leave.

Or consider another problem with the rising influence of the Pentagon: the failure to address the ongoing plague of poppy farming and heroin production in Afghanistan. This fiasco was in large part the result of the work of non-expert military personnel, who discounted the corrosive effects of the Afghan heroin trade on our efforts to rebuild the country and failed to support civilian-run counter-narcotics programs. During my tenure as the Bush administration's anti-drug envoy to Afghanistan, I also witnessed JAG officers hiring their own manifestly unqualified Afghan legal "experts," some of whom even lacked law degrees, to operate outside the internationally agreed-upon, Afghan-led program to bring impartial justice to the people of Afghanistan. This resulted in confusion and contradiction.

One can also see the Pentagon's growing muscle in the recent creation of the U.S. military command for Africa, known as Africom. This new command supposedly has a joint civilian-military purpose: to coordinate soft power and traditional hard power to stop al-Qaeda and its allies from gaining a foothold on the continent. But Africom has gotten a chilly reception in post-colonial Africa. Meanwhile, U.S. competitors such as China are pursuing large African development projects that are being welcomed with open arms. Since the Bush administration has had real successes with its anti-AIDS and other health programs in Africa, why exactly do we need a military command there running civilian reconstruction, if not to usurp the efforts led by well-respected U.S. embassies and aid officials?

And, of course, I need not even elaborate on the most notorious effect of the military's growing reach: the damage that the military tribunals at Guantanamo Bay, Cuba, and such military prisons as Abu Ghraib have done to U.S. credibility around the world.

But these initial military takeovers of civilian functions all took place a long distance from home. "We are in a war, after all," Ronald Neumann, a former U.S. ambassador to Afghanistan, told me by way of explaining the military's huge role in that country -- just before the Pentagon seemingly had him removed in 2007 because of his admirable efforts to balance military and civilian needs. (I heard angry accounts of the Pentagon's role in Neumann's "retirement" at the time from knowledgeable diplomats, one of them very senior.) But our military forces, in a bureaucratic sense, soon marched on Washington itself.

As military officers sought to take over the role played by civilian development experts abroad, Pentagon bureaucrats quietly populated the National Security Council and the State Department with their own personnel (some civilians, some consultants, some retired officers, some officers on "detail" from the Pentagon) to ensure that the Defense Department could keep an eye on its rival agencies. Vice President Cheney, himself a former secretary of defense, and his good friend Rumsfeld ensured the success of this seeding effort by some fairly forceful means. At least twice, I saw Cheney staffers show up unannounced at State Department meetings, and I heard other State Department officials grumble about this habit. The Rumsfeld officials could play hardball, sometimes even leaking to the press the results of classified meetings that did not go their way in order to get the decisions reversed. After I got wind of the Pentagon's dislike for the approved interagency anti-drug strategy for Afghanistan, details of the plan quickly wound up in the hands of foreign countries sympathetic to the Pentagon view. I've heard other, similarly troubling stories about leaks of classified information to the press.

Many of Cheney's and Rumsfeld's cronies still work at the Pentagon and elsewhere. Rumsfeld's successor, Robert M. Gates, has spoken of increasing America's "soft power," its ability to attract others by our example, culture and values, but thus far, this push to reestablish civilian leadership has been largely talk and little action. Gates is clearly sincere about chipping away at the military's expanding role, but many of his subordinates are not.

The encroachment within America's borders continued with the military's increased involvement in domestic surveillance and its attempts to usurp the role of the federal courts in reviewing detainee cases. The Pentagon also resisted ceding any authority over its extensive intelligence operations to the first director of national intelligence, John D. Negroponte -- a State Department official who eventually gave up his post to Mike McConnell, a former Navy admiral. The Bush administration also appointed Michael V. Hayden, a four-star Air Force general, to be the director of the CIA. National Security Adviser Stephen J. Hadley saw much of the responsibility for developing and implementing policy on the wars in Iraq and Afghanistan -- surely the national security adviser's job -- given to Lt. Gen. Douglas E. Lute, Bush's new "war czar." By 2008, the military was running much of the national security apparatus.

The Pentagon opened a southern front earlier this year when it attempted to dominate the new Merida Initiative, a promising $400 million program to help Mexico battle drug cartels. Despite the admirable efforts of the federal drug czar, John P. Walters, to keep the White House focused on the civilian law-enforcement purpose of the Merida Initiative, the military runs a big chunk of that program as well.

Now the Pentagon has drawn up plans to deploy 20,000 U.S. soldiers inside our borders by 2011, ostensibly to help state and local officials respond to terrorist attacks or other catastrophes. But that mission could easily spill over from emergency counterterrorism work into border-patrol efforts, intelligence gathering and law enforcement operations -- which would run smack into the Posse Comitatus Act, the long-standing law restricting the military's role in domestic law enforcement. So the generals are not only dominating our government activities abroad, at our borders and in Washington, but they also seem to intend to spread out across the heartland of America.

If President-elect Obama wants to reverse this trend, he must take four steps -- and very quickly:

1. Direct -- or, better yet, order -- Gates, Jones, Blair and the other military leaders in his Cabinet to rid the Pentagon's lower ranks of Rumsfeld holdovers whose only mission is to increase the power of the Pentagon.

2. Turn Gates's speeches on the need to promote soft power into reality with a massive transfer of funds from the Pentagon to the State Department, the Justice Department and USAID.

3. Put senior, respected civilians -- not retired or active military personnel -- into key subsidiary positions in the intelligence community and the National Security Council.

4. Above all, he should let his appointees with military backgrounds know swiftly and firmly that, under the Constitution, he is their commander, and that he will not tolerate the well-rehearsed lip service that the military gave to civilian agencies and even President Bush over the past four years.

In short, he should retake the government before it devours him and us -- and return civilian-led government to the people of the United States.

Taking Command

Actually, Democrats and the military can get along. Here's how.

The last time the United States elected a Democrat as its president to govern with a majority-Democratic Congress, an immediate fracas arose over gays in the military, reinforcing a partisan story line that Democrats can't be trusted with the nation's security. Sixteen years later, some will certainly be watching how deftly President-elect Barack Obama salutes, or how House Speaker Nancy Pelosi and Senate Majority Leader Harry Reid say the Pledge of Allegiance.

These are symbols, of course, but the national security challenges the nation faces now are anything but symbolic: two wars, an ongoing terrorist menace, a growing list of unmet military needs and a long roster of other threats arising from new quarters. So it's natural to ask: What do the Democrats need to understand about the military? And what does the military need to understand about the Democrats? As someone who has labored in both camps, I offer some thoughts.

Let's start by facing the truth: Democrats have long had an ambivalent relationship with the military, and vice versa. While Democrats profess to like and support the military, Republicans usually win more military and veterans' votes than Democrats, and no wonder: Democrats have been pilloried for supposedly wanting to cut defense spending, for being soft on America's enemies and for wanting to use the armed forces for "social engineering" -- code for letting openly gay soldiers serve. As one senior Army leader told me a few years ago, "The Democrats may be all in favor of using force in a crisis, but can you trust them to stick with us when the going gets tough?" Exit polls last month showed that voters who've served in the military went for the Republican candidate, Sen. John McCain, over Obama by 54 percent to 44 percent.

And the mistrust runs both ways. To some Democrats, the armed forces appear, in the words of one New Hampshire activist who chided me in 2003, to be an "authoritarian, hierarchical, male-dominated" institution that's out of touch with liberal values. A small number of Democrats can usually be counted on to oppose any use of force and occasionally go after the institution that makes the use of force possible. (I sometimes hear concerns on college campuses that the make-up of our all-volunteer force is not "representative" of America, but I don't see the students rushing to volunteer themselves to redress the balance.)

So it's easy to assume that the military and the Democrats don't and won't get along. It's also wrong. As the 2000 election approached, a member of the Joint Chiefs confided to me: "You know, people wouldn't believe it, but probably no one else will ever treat us as well as the Clinton administration has." From a shaky beginning, including the confidence-battering 1993 "Black Hawk Down" shootout in Somalia, the top civilians on Clinton's team and the president himself took pains to build respect and trust with the military's top brass -- above all by engaging in forthright dialogue.

Building on that, Obama is off to a promising start with the Pentagon, steering clear of a reprise of the fight over "don't ask, don't tell" and picking pragmatic, non-ideological leaders whom top military officers will find highly reassuring -- especially since so many may have discovered from personal experience that a particular partisan label is no guarantee of good leadership. Retaining Secretary of Defense Robert M. Gates, designating Sen. Hillary Rodham Clinton (with her six years of experience on the Senate Armed Services Committee) as secretary of state and appointing James L. Jones (a retired four-star Marine general) as national security adviser should go a long way toward assuring members of the armed forces that their concerns will be given a fair hearing at the very highest levels.

But the incoming team and the Democrat-dominated Congress still need to work hard to understand the lower ranks and the culture of today's military. Perhaps as many as 75 million Americans have either served in uniform or have family members who have done so. At any given time, the armed forces total some 2 million Americans on active duty, in the National Guard or in the reserves -- all volunteers. Most read military-focused newspapers, such as the Army Times, and many live on bases, relatively isolated from nearby communities. The majority are married, and almost half have children, creating a subculture of families that endure frequent moves and frightening absences. Most Americans just can't fathom the stress and pain this lifestyle imposes (although Michelle Obama can -- as the future first lady showed by reaching out to military family members during the campaign).

Our military is a values-based institution. Don't think of it as Republican or Democratic. Sure, occasionally someone will pop up, like the radio talk-show host I met while traveling in Arizona, who assured me that he had become a dues-paying Republican while serving as a Marine officer and thought that everyone else should, too. But most of us are uncomfortable with partisanship. True, many in the military, especially those who have served longer, lean toward the conservative end of the political spectrum. (What would you expect? The military must obey the orders of the commander in chief and follow the chain of command, which means giving up one's own liberties and spending time in difficult and often very dangerous circumstances.) But the real military values aren't partisan values; they're service, loyalty, honesty, patriotism, respect, achievement and personal responsibility.

Which brings us to one more core military value, one that Democrats can easily embrace: fairness. Military leaders take care of their troops -- and their unit's families. They don't take advantage of their authority. Captains eat after their troops do, not before. Good officers get to work earlier than their subordinates and leave later. I used to joke on the campaign trail that the Army was a socialist organization: The government owned the housing and all the equipment I worked with, everyone's children went to the same schools and used the same hospitals, and the highest-ranking person (after more than 30 years in uniform) earned only about 10 or 12 times the salary of a raw recruit. In the military, we don't like favoritism, show-boating or elitism.

That's a good base upon which to build. But Democrats must also realize that the military's respect has to be earned. We don't consider ourselves an "interest group." Sure, we will always appreciate more pay, better housing and stronger veterans' benefits. But that isn't how the Democrats will win over the military. They'll win by being straight-up, clear-eyed and professional about national security. And if they are, the military will trust them, even with a painful withdrawal from Iraq and the inevitable defense cutbacks.

Above all, don't think that we are anxious to "use our toys." Forget about the Hollywood dramatics: Soldiers are the last to seek war. We know its personal and professional consequences painfully well. Those in uniform would prefer that President Obama use every other tool and method -- diplomacy, sanctions, calling in the allies -- before sending troops into combat. You're better off leaving political and economic development to others, too. As for crisis response? Please, let the diplomats work their magic first.

But the military will have to show some understanding as well. We don't have a monopoly on knowing what the nation's best interests are. National security now involves such spheres as law enforcement, the economy, the nation's industrial and scientific base and even such matters as health care and civil liberties. The military is just one voice among many.

Nor are our military plans and proposals beyond questioning. There's a lot of judgment involved in strategy and operations, and not a lot of certainty. The military is a cautious institution, and plans and options sometimes reflect just the opinion of the most senior person in the room. Even hard military "requirements" should stand up to public scrutiny. So when new members of Congress, Hill staffers and political appointees question tactics, techniques, troop levels and programs, we have to continue to treat these questions seriously and answer them with respect and diligence.

Recognize, too, that the Democrats have generally been pulling for the human side of the military. Worried about veterans' benefits, on-base child care facilities, health care and troop retention? Since at least the early 1990s, Democrats have been putting the "juice" into the all-important people programs that have made the armed forces such a successful institution today.

Finally, let's put aside the partisan legacy of Vietnam once and for all. We all grieve for the losses there and for the needy, homeless vets today. But almost no one now in uniform served in that conflict, and most of the Democrats who will be moving into offices at the National Security Council, the Pentagon and in Congress are too young to have been part of the bitter national debates over the war. Iraq just isn't Vietnam, and the debates over a U.S. withdrawal need not tear the country apart -- especially if we in the military recognize that the Democratic Party that I have been associated with is every bit as patriotic and service-oriented as any other group in the United States.

We have a president-elect who has set out a pragmatic, nonpartisan, visionary course. It's time to lay to rest the old stereotypes about feckless, pacifist Democrats and authoritarian, war-mongering soldiers. If there were ever a time to get the relationship between Democrats and the military right, this is it.

All the fancy toys are needed, the future will not just be made up of conflicts like the current ones, (Afghanistan, Iraq etc). New technology must be introduced, more developed and improved upon, less other countries try and overtake the US's global supremacy. I am not a yank but it is the interests of my country for the US to remain the only super power and so I fully support them in that aim.
 
Can the US still maintain its preeminence in the face of the growing financial crisis when resources will have to be directed elsewhere in the following years. Will other countries such as China continue to bankroll the US if it becomes a real threat to its interests in the region?
