How to get Prohibited Bore Licence Legally

I am interested in acquiring a Prohibited Bore Licence.
So far the information I got is that it would cost around Rs 60,000 to 100,000 through a dealer. I asked a few dealers at luckystar-Saddar but they dont make PB licence.
I will appreciated if senior members could guide me how to get the PB licence through proper channel or other means at lower cost and what is official fee and steps involved in this regard. My location is Karachi.

none cause you cant get it unless ofcourse YOU are the relative of prime minister or something

There must have been other way. There are so many PBs and not every one got to be relative of ...

Prime minister issues PB licenses now so its next to impossible.

As per information, Dealers are asking Rs 110,000 for PB license, is it OK?
