How to encourage Bicycle usage in Pakistan(or/and elsewhere)?

Shoot me some ideas, please. It's cheaper, healthier and environmenal friendly but classist people look down upon it and discourage others too :/

Make it mandatory for Govt employees and students to ride bike at least two weeks a month and for civilians give discount vouchers who use bicycle to go office / work.
Put tax on those who drive car alone to reach office / work alone.
Start public campaign to make awareness in society.

Not sure if true but I heard a while back that Japan's companies have a policy of forcing people to exercise during the day. It can be done.

If you want people to ride Bikes you need to first provide infrastructure to support it and secondly you need to provide an incentive to do so.

For example;
- Cycle only lanes on roads, or dedicated cycle only shortcuts which are paved, free of obstruction and pedestrians.
- facilities to secure bikes at work places.
- places for people to change/shower at work. Imagine the state of you if you cycle 5 miles to work during the Pakistani summer. Who'd want to sit anywhere near you in the office?!
- Tax breaks for people who cycle to work - maybe like 1 or 2% less a year. The employers would be responsible for paying it and then claiming it back from their own tax. I guess that would only work if Pakistan has a PAYE style of taxation.

As well as encouraging cyclists we should consider encouraging public transport use. If we had bus only lanes on our major roads at peak times, people travelling on the bus could probably get to work just as quick as those in cars.

In some cities in the UK we have parking levies or a congestion charge. Those people who register for car sharing are exempt from the parking levies. Again this is done via the workplace who are responsible for checking against fraudulent claims, for collecting the parking charge, and managing the exemptions etc.

I don't have luxury to ride on hilly area, i usually go for long straight stretches early in morning but I love to ride in Islamabad area.

Nope it not going to work i have heard decent pedal bikes cost stupid prices in pak. First do we have a bike making industry? please not provide one that makes bikes that people rode in 1900s.
3 British paks I have spoken to, are interested in opening mountain/bmx bike shops in pak.
I love go ped i used to have one, you fill up 1 pound petrol and get aprox full tank and go for ride.

Mine I hammered a seat on it and comfortably go places. If police decided to chase me i go thorough alley ways or you can throw it over the wall or go through narrow gap or bridge which their cars cant get through due to stone-poles. Watch out for dog they chase you.

It's simple just remind Pakistanis that petrol costs money and cycling is free.:rofl::rofl::rofl::rofl::rofl:

Sir ji, imagine, you are dealing with a guy who earns Rs. 50k per month, has a 100k cell phone in pocket, drives a 2 million rupees car on CNG for a cup of Rs. 20 tea at a distance of 2 Km from home in the evening and then whines about growing tummy. These kinda show off guys consider cycling as, hmm.. lowly :)

but govt will lose revenue it is getting by taxing petrol
