It's not all India's fault. India was in bad shape because British colonization. India can NOT develop fast because US hegemony.
India adopted western ideology trap, that's India's fault.

South Asian countries and elites are still manifested by the old Imperial British system whereas China had to start a new system from scratch tho that was copied by the Soviets sort of but once Sino Soviet spilt occured China refined it's own version of Socialist construction

I don't know but many people from other countries also go.
It is our own failure not giving good jobs and also there greed.
USA only take benefit from such people.
But my thinking is, be loyal to country you live in or go live in country you loyal to.

Frankly speaking, if you dig into CCP history, especially Chairman Mao's practice and his philosophy, you will see CCP has big difference since 1935.

The political system looks similar, that's true. But the philosophy is very different. China maintained similar ideology because China's alliance with USSR in the earlier era. Once split, Chairman Mao openly spoke out his thought which is very different from USSR.

The turn point is 1941, when world war broke out in East Europe, Mao dumped all the comrades educated/trained in USSR, Mao openly mocked those ideology nuts, tag them bookworms. Those bookworms only knew how to copy USSR revolution, but they lack the knowledge and practice in China soil. Those bookworms made huge and irreversible damage to China revolution in 1930s, and the origin of Mao's hatred toward the Third (Communist) International.

I talked too much about China revolution history, it's much more complicated than wiki can tell you. Most materials are in Chinese, maybe Russian. English materials in general about Communism history is distorted.

There are many ways of running a country. India stuck in ideology/religion fight. Only science, technology, rational and strategic thinking bring peace and prosperity.

1. Make peace with both Pakistan and China, that will significantly decrease national defense budget.
2. Focus on intern affairs just like China did for past 40 years, stop thinking super power at least for now.
3. Build infrastructure, railways, expressway, subway, electricity grid, power stations.
4. Increase education expense and literacy.
5. Dump all those politicians, most of them are deeply corrupted, if not all of them.
6. Environment protection. Indian mother river is not drainage.
7. Get rid of western democracy, it simply did NOT work. Can't you see it?
