Because if anyone thinks conventional weapons will be enough to deter the US, then they are utterly delusional. Conventional weapons can never inflict a high enough cost for them to back off. Only a large and sophisticated nuclear force can inflict a high enough cost.

Russia always concentrates on its nuclear weapons because it is only nuclear weapons that can make going to war with Russia too high a cost for anyone. Conventional weaponry is far too costly to develop. Nuclear weapons is the easiest route to achieve sufficient deterrence.

The no-first-use nuclear policy is a ridiculous rule since the US can use conventional war to destroy the Chinese nuclear force and since China has that NFU policy, China cannot deter the US from any conventional or nuclear war.

China must have a nuclear arsenal the size of the US nuclear arsenal. Having nuclear weapons and having a small nuclear arsenal is not a sufficient deference. It's naive.

China must establish MAD scenario with the US. That is, if the US wants to go to war with China, US mainland will face complete and total annihilation. Most early Cold War nukes are utterly useless right now.

I think the only useful nukes for the US to preserve should be W76/W87/W88 in a total quantity about 4000.

To renew these toys, it will already cost them more than trillion. So overall the US will spend more than trillion in order to preserve 4000 nukes.
