Assad will waste time (stalling tactic), hide a good chunk of his Chemical Weapons (already started moving his stock, satellite data shows), hand over part of the Chemical Weapons and claim that this is all he has. UN dept. assigned to take charge of these weapons will have no way to prove that this is all he has. Next time Assad will again use Chemical Weapons he is hiding now, when he needs to and claim that rebels used it, just like he did it this time.
