New Delhi: Defence Ministry is going to push the usage of new construction technologies in a big way and a very large chunk of its total allocations for housing and other military infrastructure projects of Rs. 24, 000 crore would be used for adoption of pre cast and pre engineered structures, Major General Sanjeev Jain, Director General, Directorate General of Married Accommodation Project (DGMAP), Military Engineering Service (MES) said.


"Defence Ministry has allocated Rs. 24,000 crore for housing projects for three services personnel and other military infrastructures and 80 percent of this would be spend in making houses with the use of new construction technologies such as pre cast and pre engineered structures," he said here on the sidelines of a conference, organized by Pre engineered Structures Society of India (PSI) on new construction materials and technologies.

"Under married accommodation project (MAP), 80,000 units would be constructed at 150 military stations across the country and with economy of scale these technologies would be major cost saving exercise along with quality housing for Defence personnel," he added.

The Director General explained that military has been using pre fabricated structures since long and during Kargil war, bankers, roads and other strategic infrastructure were made of using new technologies.

He said that for permanent structures such as housing units, new technologies bring in quality and saves time and money.

However, Major General said that for smaller units and temporary structures conventional materials and technologies are preferred.

For lesser number of units, DGMAP would prefer conventional materials and technologies, however for mega projects economy of scale would tempt the MES to go for new technologies, the Director General said.

Adding to this he said that if three stations are in a 50 to 100 km radius, then we can have a mega pre engineered material building unit to cater the need.

"DGMAP would encourage complete new technologies for construction of housing units, bankers, roads and other military infrastructures.

Pre engineered and pre cast structures have strategic importance as well and can be used extensively in boarder areas," Jain said.

The PSI aims to disseminate the knowledge of using various emerging construction technologies such as pre cast, composite construction, light gauge steel and insulated wall construction.

Underlining the importance of new construction technologies P Surya Prakash President PSI said, "Ambitious housing projects of the government including Prime Minister Awas Yojna (PMAY) can get big boost if the Centre and State governments provide tax relief to pre fabricated technologies.

New construction technologies would bring in both quality and affordability.Pre cast and pre engineered structures would increase house buildingcapacity of any implementing government agencies like DDA, NBCC, DGMAP (MES) and even private sector developers by five times.

Presently 300 units are being built in the country per day and with the use of these construction technologies we can make 1500 units per day. This would enhance capacity and quality, reduce cost and save time," he added.

Like the MES representative, DDA, NBCC and private developers also exuded confidence in new construction technologies in terms of affordability, time saving and quality.

New Delhi: The army today signed an agreement with a private firm to help its personnel serving in remote areas to buy houses in various cities without any hassles.

The initiative by the Army Welfare Housing Organisation (AWHO) is aimed at providing houses built by reputed private builders at discounted prices to army personnel.


Prop Equity, a leading real estate data and analytics consultant has been selected after a prolonged process for the scheme. AWHO and Prop Equity signed the pact for the scheme.

"AWHO has come up with a pragmatic business model called the 'Private Industry Collaborative Business Model' which will facilitate acquiring houses from reputed private builders at discounted prices for army personnel," the Defence Ministry said in a release.

It further said a pilot project is being undertaken in Delhi-NCR area and based on its success, similar ventures will be executed in other locations.

Under the scheme, detailed market research will be done to identify the most suitable builder or project and negotiations will be carried out for price reduction and other issues.

AWHO's mandate is to provide housing to serving and retired army personnel and their widows on 'no profit no loss' basis.

Accommodation facilities to Officers

Government has sanctioned construction of 1,76,065 Dwelling Units (DUs) for the Married Army officers / soldiers. Apart from construction of DUs, hiring of houses is also undertaken for Defence personnel to meet the deficiency of housing. In addition, Service personnel are authorized to House Rent Allowance (HRA) / Compensation in Lieu of Quarter (CILQ) / Family Accommodation Allowance (FAA).

Married Accommodation Project was approved in 2002 for providing approximately 2 lakh Dwelling Units (DUs) to serving defence personnel. Under this project DUs with improved specifications are being constructed. Besides, under Annual Major Works Programme (AMWP) residential accommodation projects are undertaken as per special needs from time to time.


47383 DUs of Phase-I completed. Out of 58250 DUs meant for Phase-II, 27268 DUs constructed & balance 30982 DUs are under construction. 70432 DUs are planned for Phase-III projects.


This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply to Shri Kunwar Pushpendra Singh Chandel in Lok Sabha today.

Villagers say no compensation paid
D. Amarender Reddy is one among the members of the 275 families of Dacharam village in Jinnaram mandal, who found themselves left in the lurch suddenly on the midnight of October 10, 2015.

“We were thrown on the road without being paid any compensation. For the past few years we have been moving around offices and courts, but to no avail,” says Amarender Reddy.

However, the residents of neighbouring Dargula village were able to get a stay from the court from being vacated from their houses though the sword of evacuation has been always hanging over them.

The story goes back to more than 50 years. The Union government had proposed acquisition of about 6,800 acres of land for defence in 1962, spread over the then Medak and Hyderabad districts and acquired about 5,400 acres and fenced its land.

Partly not fenced

However, another 1,492 acres were yet to be taken under their control, part of which was still under cultivation.

While admitting that their parents had received compensation for the land taken over by the government, the residents say that they had not received any compensation for their houses. “If the claim by the government that they had paid compensation long back is correct, let them show us the proof,” demands Mr. Amarender Reddy. There used to be 270 families in 220 dwellings at Dacharam and 34 families in 19 dwellings at Dargula. While the entire village of Dacharam was completely flattened, the residents of Dargula were able to retain their houses. Some of them approached the court seeking justice.

Issue at CCLA level

Presently the issue is at the Chief Commissioner of Land Administration (CCLA) level with the court directing the authorities to pay compensation if any case of omission came to their notice. “Defence department had paid compensation for the entire 6,800 acres. The only thing they did not do was occupy all the area and fencing it. Even 40 acres of land was identified at Kishtaipally village to provide allotment of 300 yards for each family with all amenities,” said a revenue officer on condition of anonymity.

‘Ashiana Annexe’ in Dehradun to be inaugurated by the President tomorrow


The President of India, Shri Pranab Mukherjee will inaugurate the 'Ashiana Annexe’ in Dehradun, Uttarakhand tomorrow (July 10, 2017). He will return back to Delhi the same day. The main restored and renovated building of 'Ashiana' was inaugurated by the President on September 27, 2016.

The Annexe of the Presidential Retreat ‘Ashiana’ at Dehradun comprises of twelve low cost dwelling units which have been constructed to accommodate officers and staff of Rashtrapati Bhavan during Presidential visits to 'Ashiana'. The technology used for renovation is sustainable, cost effective, green and environment friendly with provision of disaster resilient features. Treated water is safely discharged for irrigation and non-drinking usage enabling mitigation of disease risk and thus ensuring good health and well - being of residents.

The 'Ashiana' situated on Rajpur Road of Dehradun comprises of the main building, Annexe, Upper Stables & Lines and Lower Stables & Lines with associated roads and pathways. Built originally as bungalow of the Commandant of the President's Bodyguard, it has been revived by the President after long years of disuse. Shri KR Narayanan was the last President who stayed here in March 1998.

Government has sanctioned construction of 1,98,881 Dwelling Units (DUs) for the Married Military officers / soldiers. Apart from construction of DUs, hiring of houses is also undertaken for Defence personnel to meet the deficiency of housing. In addition, Service personnel are authorized to House Rent Allowance (HRA) / Compensation in Lieu of Quarter (CILQ) / Family Accommodation Allowance (FAA).

Married Accommodation Project (MAP) was approved in 2002 for providing 1,98,881 Dwelling Units (DUs) to serving defence personnel. Under this project DUs with improved specifications are being constructed. Besides, under Annual Major Works Programme (AMWP) residential accommodation projects are undertaken as per special needs from time to time.

Phase-I comprising 57875 DUs has been completed. Out of 69904 DUs meant for Phase-II, 38811 DUs have been constructed & balance 31093 DUs are under construction. Balance 71102 DUs are planned for phase-III projects. Provision exists for construction of Field Area Family Accommodation (FAFA) in peace stations for the families of Officers / soldiers serving in field areas. In view of shortfall of FAFA accommodations, Defence Personnel are provided HRA / CILQ / FAA at the rate of selected place of residence of family.

Defence Minister Inaugurates Sainik Rest House in New Delhi

Defence Minister Shri Arun Jaitley inaugurated the Sainik Rest House here today. It is the 315th Rest House of the Kendriya Sainik Board (KSB), which is built at a cost of around ₹ 8 crore. Speaking on the occasion, Shri Jaitley expressed hope that this is the beginning of an initiative and the KSB will be able to expand on these in the years to come so that such facilities become an integral part of facilities for Ex-Servicemen.

He praised the Armed Forces for upkeep of the facilities which have been created for such purpose. He further said, “The facilities which have been created are extremely hygienic and very liveable. The Armed Forces have a tradition of maintaining their properties and preserving them well. And I am sure that the kind of modest charges which have been fixed, will be of a great assistance and value to all Ex-Servicemen.”

Booking of the Rest House, located at Naraina tri-junction near Delhi Cantt., would be done online. The new portal of SRH was also launched by the Minister. Developed in-house by the KSB, the portal lists out details, facilities, restrictions for use of the Rest House and would soon provide facility for online payment.
