Pakistan cannot pay the interest of the loans taken from IMF and WB and has to bank on Saudis to give money so that the Pakistan National Budget can be presented to be passed!

Countries make weird decisions to boost their image. Imagine Pakistan presenting OBL on a platter to international authorities at a favourable time and then being the savior for the WOT and recieving a boost to its image and capabilities as the foreign powers firmly land in the Pakisatani camp
