Instead of creating new units we need to do few things which are very basic. First we need to calculate for what size of area and How much population comes under one Police Station. According to UN standards for one 1 lakh people their should be around 225 Policeman that is minimum. So let say a single Police station in Lahore has 2.5 Lakh population under that than their should be around 500 Policeman deployed in that station and divide them in three shifts. And rotate the shift every 3 months. Than according to size of area and Policeman in every Police Station give them cars like Corolla and Prius and Bikes and get rid of no ac Dala. Also instead of having seperate women police station combine them with women prisoners kept in separate section where only women officers should be allowed to enter. Also bring new weapons and training modules along with every Police Station should have 8 officers who run its intelligence unit. And if one shift 125 Policeman would be in one Police station than at least 100 of them should be on patrol all the time .
