Geoffrey Ma Tao-li also insisted on Thursday that foreign judges should not be excluded from cases, an assurance given earlier by the city’s leader but contrary to a senior Beijing official’s suggestion that rulings should not be tainted by “dual allegiance”.

In a statement two days after the sweeping national security law Beijing tailor-made for Hong Kong was passed in Beijing, Ma said he would like to “state some general principles” regarding the designation of judges and operation of the courts under the new law.

“It is inappropriate to comment on other aspects of the law,” the city’s top judge added.

Last month, Zhang Yong, vice-chairman of the Basic Law Committee under the National People’s Congress Standing Committee, the country’s top legislative body, told representatives of Hong Kong’s pro-establishment bloc that the city’s leader had to avoid choosing judges who could be compromised by “dual allegiance” because of their foreign nationality.

Anyone that are thinking a "Toothless forced retired chief justice" will be playing vital part of picking our own "National Security Law" judges are naive, perhaps a few "Good foreign judges" as some "Flower Pots" may not be out of the question

The only foreign judges allowed will be Pakistani, North Korean, Laotian, Cambodian and Burmese.

I dunno. Maybe HK is a special case. But I seldom to find foreign judge can handle a criminal case in a country. Just imagine if a Chinese judge handle a criminal case in USA.

This is a deliberate negligent of China, as a good will to British, to allow British to have certain level of sovereign power in post 1997 HK. Most judge are from UK, or holding dual citizenship in west. An expediency whereby power in in transition from UK to China.

British in return need to exercise such prerogative in restrain.

In the recent riot and many other cases, white man/dual citizenship judge are extremely prejudice. This clearly shows that independence judiciary is a bad thing -- something like neo-warlord.

China's CPC guided judiciary, is a better system.
