I do not believe that this decision was based on religious reasons, and the purported desire to keep the ummah together. It was based on realpolitik, and financial considerations.

It was a tough decision, and their are costs either way. But I think given Pakistan's current financial situation, IK had to go with KSA and hope that Mahathir and Erdogan would understand. The blame really lies with KSA.

Pakistan has no money to raise number of Div per required under NECTA agreement. Pakistan and Iran border is the most infested region due to drug lords and smugglers. Ask Malaysia and Turkey if they are willing to cut economic ties with India and see what response they get. Talk is cheap. For starters Turkey has been dragging their feet on a free trade agreement with Pakistan. Turkey is selling you overpriced military hardware and Malaysia is selling you palm oil.
